Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. A market research is being conducted to determine interest and capabilities of potential sources. Naval Facilities Engineering Command Southeast (NAVFACSE) is seeking U.S. Small Business Administration (SBA) sources with current relevant qualifications, experience, personnel, security approvals, equipment, capability, and bonding capacity to perform an Indefinite Delivery Indefinite Quantity (IDIQ) Design-Build and Design Bid Build Construction Contracts. The Government anticipates awarding multiple award construction contracts (MACCs) during FY-08 to include projects over the next 12 months at military installations in the NAVFACSE area of responsibility for the following types of work. Within the NAVFACSE area, the following regions are identified for interest which may result in four (4) MACCs that would include 3-5 contractors per MACC or some other combination based on the responses to the market research. AREA 1) North Florida, Georgia and South Carolina AREA 2) South Florida and Andros Island AREA 3) Gulf Coast – Gulfport MS, Keesler MS, Stennis MS and New Orleans, LA AREA 4) Florida Pan Handle – Pensacola, Panama City and Whiting Field NOTE: YOU MUST INDICATE YOUR INTEREST IN THE AREAS ABOVE AND CONTRACT TYPES BELOW IN YOUR COVER LETTER. ONLY ONE SUBMISSION IS REQUIRED FOR ANY OR ALL AREAS OF INTEREST Each contract may be in the $3.5 million to $12 million range based on the market research results. It is anticipated that there will be approximately 50-55 projects totaling $109,000,000.00 within the range indicated above. Please indicate your capability below in the following contract types: CONTRACT TYPES: 1. Design/build contracts for new, single or multi story buildings and additions and renovations to existing buildings. Buildings will include a wide range of facility types found on military installations; i.e. community support, operational, housing, morale/recreation/welfare, administrative, classroom, storage, etc/ and/or 2. Repairs to all types of buildings typically found on a military installation. EVALUATION CRITERIA Identify which type(s) of contract you are interested in (i.e. design/build, repair, or both) and provide information on your firm’s experience, past performance and financial strength to handle these contracts. Also provide information on your staffing plan that will give the Government a high level of confidence that the work will be completed within project time and budget constraints and will meet the Government’s quality expectations. PROVIDE INFORMATION CONCERNING YOUR EXPERIENCE ON SIMILAR PROJECTS AND HOW WELL YOU PERFORMED ON THOSE PROJECTS INCLUDING THE FOLLOWING: 1. Information on up to 6 similar completed projects within the last 5 years, with at least one being completed within the last 3-years, Include a description of the project, construction cost, completion date, information demonstrating satisfactory performance, and contact information for references. For design/build projects, include the name of the A/E firm used and your relationship with that A/E; i.e. how many projects you have collaborated on, etc. 2. Describe your design/build experience. PROVIDE THE FOLLOWING FINANCIAL INFORMATION: 1. Letter from your surety indicating your bonding capacity for a single project and total aggregate bonding capacity. 2. Provide the first page of your Central Contractor Registration (CCR) profile from www.ccr.gov. 3. Identify business category: large or small (if small indicate which if any of the following Federal government sub-categories apply to your firm; Veteran Owned Small Business, Service Disabled Veteran-Owned Small Business, HUBZone Small Business, Small Disadvantaged Small Business, 8(a) certified Small Business or Woman Owned Small Business). PROVIDE A STAFFING PLAN THAT ADDESSES THE FOLLOWING: 1. Organizational Chart that identifies the key personnel and individuals on the project team, key on-site staff, and subcontractor interface 2. Provide resumes of key personnel. 3. Identify the A/E firms that you anticipate using on future design/build projects. 4. Identify work that will be typically self performed as well as necessary subcontractors 5. Indicate relationship that exists with the subcontractors or the means in which others will be established Any incomplete submissions will not be evaluated. Respondents will not be notified of the results of the evaluation. However, NAVFACSE will utilize the information for technical and acquisition planning. All proprietary information not to be disseminated in the Government documents must be clearly identified. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the participants. Response to this announcement must be submitted by 2:00 p.m. (ET) on 05 MAY 2008, via email to dana.howard@navy.mil. The subject line of the email shall state SOURCES SOUGHT RESPONSE, NAVFAC SOUTHEAST MACC-IDIQ. Emails shall be no more than 10MB in size. If additional space is needed, more than one email may be sent.
