- Description
- The Government will neither award a contract solely on the basis of this synopsis, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. The RFI does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Governments acquisition approach or an indication that the government will contract for this requirement. The government will not pay for information received in response to the RFI and is in no way obligated by the information received. 72d Contracting Squadron, Tinker AFB, OK is in the process of conducting market research under the guidelines of OMB Circular A-76 to identify interested and qualified commercial sources and to determine an estimated commercial contract price for the 72nd Mission Support Groups Logistics Readiness Division (72 MSG/LRD), for possible conversion to contractor performance. Request for a solicitation will not receive a response. Participation is voluntary. DELIVERABLES: All participants are requested to complete a RFI Questionnaire and Past Performance Inquiry. The activities being researched for a possible A-76 Commercial Activities competition encompass approximately 25FTEs and include: A. Staff Function: Provide secretarial support for the organization by establishing, maintaining, controlling, and providing proper disposition of records. B. Household Goods Transportation Management Office (TMO): Provides supervisory functions including oversight and management for the TMO. Responsible for administering the DoD personal property movement program within its respective area of responsibility. Clearing and arranging delivery of inbound personal property shipments or authorizing their placement into storage. Determines members’ personal property shipment entitlements authorized in conjunction with permanent change of station (PCS), temporary duty (TDY) and local moves and counseling military and DoD civilians on their entitlements. Also responsible for selecting low-cost storage, maintaining Transportation Discrepancy Reports (TDRs), and processing handling in/out shipment requests. Responsible for inspecting contractors as well as the members for compliance with their contracts. Validate the contractors’ job completion and provide the data to the Joint Personal Property Shipping Office (JPPSO) for payment. C. Deployment and Training: Ensures that all actions related to the timely deployment of troops and material via air and surface carriers are accomplished. This includes inspection of general and hazardous cargo, preparation of all required documentation, hazardous material certifications, load plans, cargo and passenger manifest. Provides training and oversight of on and off installation units with a mobility commitment as well as augumentees. D. Information Technology (IT): Provides IT support for the entire LRD function. Tinker Air Force Base, is an Air Force Material Command installation located in Central Oklahoma. Tinker Air Force Base has been a critical component of Americas national defense since its creation as a maintenance and supply depot in 1941. Tinker is the largest single-site employer in Oklahoma. It is home to the Oklahoma City Air Logistics Center and several major associate units including the 552nd Air Control Wing, the Navys Strategic Communications Wing One, the 507th Air Refueling Wing and the 3rd Combat Communications Group. The 72nd Mission Support Group has the responsibility of supporting these units and their more than 26,000 military and civilian employees, to ensure completion of their critical missions in support of Department of Defense (DoD) initiatives. LRD is committed to being Team Tinkers single retail supply, transportation and global mobility authority. By integrating contingency planning with materiel management processes, LRD directs vehicle maintenance/operations, cargo movement, passenger movement, personal property, supplies, equipment, deployment planning, fuels and support agreement management to ensure Agile Combat Support In Garrison and off the installation. LRD is an organization that is committed to providing an ever improving support that strengthens Team Tinkers expeditionary combat capability and improves quality of life. REQUEST FOR INFORMATION: This RFI is a request that interested and qualified contractors submit a package providing the following information: Contractor Capabilities (relevant to this effort) Contractor Expertise (relevant to this effort) Contractor Past Performance (relevant to this effort) Contractor Rough Order Magnitude (ROM) Cost Estimate Budgetary estimate (ROM) should be a total estimated price, based on one (1) year of performance and should provide a break out to include only the following categories: Labor Cost: Provide labor categories, mix of categories Material Cost Subcontract Costs Other Costs Packages submitted in response to this RFI should not exceed 15 pages and should also include the following information, Company Name, Address, Point of Contact, Telephone Number, E-mail Address, DUNS number, CAGE Code, Web Page URL, Size of Business. Please provide one (1) copy of your package via e-mail, angie.anson@tinker.af.mil or delivery of a hard copy. No facsimile responses shall be accepted.
