Description
ACA ITEC4 will be issuing a Request for Proposals (RFP) W91QUZ-08-R-0036 for commercial Passive Radio Frequency Identification (pRFID) Electronic Product Code (EPC) EPCglobal Class 1, Generation 2 (Gen 2), compliant products and services to support the Department of Defense (DoD), United States Coast Guard, other Federal Agencies, North Atlantic Treaty Organization (NATO), Coalition Partners and, other Foreign Military Sales (FMS) worldwide. (This is a resolicitation of certain requirements that were included in RFP W91QUZ-08-R-0002, which was cancelled on 15 April 2008. RFP W91QUZ-08-R-0002 was cancelled due to changes in the Governments requirements.) The Government requires commercially available state-of-the-art Passive RFID EPC Class 1, Gen 2, communications hardware, software, documentation, training, warranty service, and maintenance to provide a common, integrated structure for logistics tracking, locating, and monitoring of assets for users. In addition, the Government requires technical engineering services, including turnkey solutions integrating existing AIT and Active RFID with Passive technology to ensure the users have the capabilities to integrate technologies to accomplish a transparent solution. Passive RFID EPC, Class 1, Gen 2, technology will provide standardization and interoperability amongst Government users of Passive RFID EPC technology. The Government contemplates multiple indefinite-delivery-indefinite-quantity (IDIQ) firm-fixed-price contracts in accordance with FAR Part 12, Acquisition of Commercial Items. The resulting contract performance period will be one 3-year base period and one 3-year option period for a total of six years. The Government anticipates that the acquisition will result in up to five awards, with up to three of the awards reserved for small businesses. The solicitation and all amendments will be made available on Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi/. No requests for hard copies of the RFP will be honored. TheGovernment intends to release this RFP on or about 29 April 2008 and proposals are due on or after 13 May 08. Vendors shall submit questions/comments on the RFP to the ITEC4 Q&A Internet site (http://199.208.20.55/) within 3 days after issuance of the RFP in order to guarantee a response from the Government to the vendors questions/comments.
