Description
On or about May 30, 2008, the U. S. Geological Survey, National Information Earthquake Center (NEIC) will release a competitive solicitation, number 08CRSS0018, for the design, installation, and maintenance of a robust, secure, two-way wireless technology communications system. This system will utilize satellite or other wireless technology for communication with remote and unstaffed ground motion monitoring stations distributed throughout the contiguous United States and Alaska. This system will transmit continuous data collected from these remote stations to the NEIC hub in Golden, Colorado, in near real-time for the purpose of earthquake detection and notification. The system will also carry software downloads and commands back to the remote stations for the purpose of equipment maintenance and monitoring. This communications system will be a critical component of the Advanced National Seismic System (ANSS) project, involving USGS mission-critical earthquake monitoring with public safety implications. This communications system will replace a current operating system using satellite technology. The USGS is willing to entertain a variety of designs and solutions that meet minimum operating standards and functional requirements, as defined in the solicitation. It is desirable for the system to include the ability to access a back-up hub location in the event of catastrophic failure of the primary hub. USGS ownership of the equipment and the system will be considered, but is not required. Contractor's proposal will include all communication and network elements such as (1) technology to be utilized (including information on satellites used if this is the proposed solution), (2) communication ground devices to be installed, which will replace the 75 currently operating seismograph stations (for example, bidirectional very small aperture satellite terminals (VSATs) or equivalent), (3) network design, including a redundant backhaul method, if available, (4) any catastrophic backup hub, (5) bandwidth capabilities, (6) installation plan involving USGS personnel, (7) transition plan from the currently operating equipment to the new network and ground stations, and (6) a plan for on-going operation support and maintenance of the system. Equipment and services will be for a base year and four option years. The solicitation will be unrestricted under NAICS codes 517410 entitled "Satellite Telecommunications" which has a size standard of $13.5 million. A complete statement of work and source selection criteria will be included in the solicitation. Written response will be due within 30 days of the issue date.
