Description
Background: The Office of Export Control Cooperation, Bureau of International Security and Nonproliferation, U.S. Department of State (ISN/ECC) oversees the U.S. Government’s Export Control and Related Border Security (EXBS) Program. EXBS is designed to stem proliferation of weapons of mass destruction, their delivery systems, and conventional weapons by assisting countries around the world with establishing effective export and border control systems meeting international standards. ISN/ECC frequently purchases border inspection, detection, and interdiction equipment for donation to foreign governments in furtherance of EXBS’ mission. ISN/ECC requires contractor support with procuring, installing, maintaining, repairing, and providing end-user training for this equipment, across the globe. Overview of Requirement: ISN/ECC’s need for equipment and related services may be broken-down into three distinct activities: 1.Procure Deliver, and Install Equipment and Supplies – Border inspection, detection, and interdiction equipment must be procured, delivered to, and installed at virtually any location across the globe, including remote and dangerous areas. Types of equipment most commonly required in support of EXBS include – Radiation Detection & Identification Equipment WMD Detection Equipment Trace Detection Equipment Baggage Screening Equipment Cargo Screening Equipment Shipping Container Screening Equipment Portal Monitors X-ray vans and Trucks Metal Detectors Maritime Equipment Vehicles (cars, trucks, and heavy equipment) Vehicle Inspection Equipment Construction Equipment Law Enforcement Equipment Customs Tools and Equipment Navigation Equipment Export Control Reference Materials Night Vision Equipment Laptop Computers Desktop Computers Servers Software Office Equipment 2.Provide Maintenance and Repair Services for Designated Equipment – To ensure that ISN/ECC’s equipment investment is protected, donated equipment must often be maintained and repaired under the EXBS program. ISN/ECC frequently requires regular maintenance and emergency repairs for all of the equipment types listed above. Equipment is located across the globe, frequently in remote and/or dangerous locations. 3.Provide Operator and Maintenance Training – To ensure that ISN/ECC’s equipment investment yields maximum results, equipment end-user training is commonly required. ISN/ECC commonly requires end-user training for all of the equipment types listed above. Training is required across the globe, frequently in remote and/or dangerous locations, and must be conducted in the local language. Contractor Qualifications: To successfully support ISN/ECC and the EXBS program with its equipment and related services requirements, potential contractors must possess the following qualifications and experience – Ability to furnish all equipment types listed above. Ability to maintain and repair all equipment types listed above. Ability to provide end-user training for all equipment types listed above. Ability to secure sufficient financing to satisfy multi-million dollar orders (the Government will not/not provide financing nor authorize advance payments). Ability to satisfy several multi-million dollar orders simultaneously. Ability to simultaneously deliver equipment to, and install at, diverse remote and dangerous locations across the globe (where English is not spoken) with minimal reliance upon Government resources (such as the local U.S. embassy). Such locations include Iraq, Afghanistan, Central Asia, Africa, and the Middle East. Ability to simultaneously deploy maintenance and repair technicians to diverse remote and dangerous locations across the globe (where English is not spoken) with minimal reliance upon Government resources (such as the local U.S. embassy). Such locations include Iraq, Afghanistan, Central Asia, Africa, and the Middle East. Ability to simultaneously provide end-user training at diverse remote and dangerous locations across the globe (where English is not spoken) with minimal reliance upon Government resources (such as the local U.S. embassy). Such locations include Iraq, Afghanistan, Central Asia, Africa, and the Middle East. Ability to conduct training in a wide array of foreign languages. Ability to translate complex user manuals and technical documentation into a wide array of foreign languages. Working knowledge of customs and border enforcement techniques, policies, and trends. Experience operating in remote and dangerous overseas locations. Experience working closely with front-line foreign government officials. Experience securing necessary licenses to export sensitive and radioactive materials abroad. Experience securing necessary licenses from foreign governments to import sensitive and radioactive materials into foreign countries. xperience securing value added tax (VAT) and customs duties exemptions from foreign governments.
