- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is HSTS01-08-P-RES374 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-20. The associated North American Industrial Classification System (NAICS) code for this procurement is 334290 with a small business size standard of 750 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2008-04-17 16:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Multiple shipping information. The DHS-Transportation Security Administration requires the following items, Brand Name or Equal, to the following: LI 001, The Transportation Security Administration, Office of Security, has a requirement for the installation of High Security Locks, Intrusion Detection System, Electronic Access Control, and CCTV System. Please see attached Scope of Work, Diagram, and Clauses., 1, LOT; LI 002, Door Hardware:Mortise High Security Lockset with Deadbolt Storeroom Function, MARKS Part Number 5-CP-92-FS/32D-G3 with Medeco UL 437 M-3 Interchangeable Core cylinder. (Doors 1,2,3,4). The contractor is responsible for obtaining, correctly installing, and maintaining all door hardware. The MARKS Store Room Function Mortise Lockset with Deadbolt must have the latchbolt retracted by key outside or by lever inside. Outside lever is always fixed. The deadbolt can only be thrown or retracted by key outside or thumb-turn inside. By turning the inside lever, it simultaneously retracts both deadbolt and latchbolt. The auxiliary latch deadlocks latchbolt when door is closed. This Lockset must accept a Medeco #32-0200 housing and interchangeable core.1, 1, LOT; LI 003, Door Hardware:Cylindrical Lever Lockset Store Room Function, MARKS Part Number 195-RF/26D-F21with Medeco UL 437 M-3 Interchangeable Core cylinder over-ride. (LAN Room/ Secure Storage Room)The contractor is responsible for obtaining, correctly installing, and maintaining all door hardware. The Store Room Function Lockset will function so that the latchbolt is retracted by key outside or by lever inside. Outside knob/lever always inoperative. The auxiliary latch deadlocks latchbolt when door is closed. This Lockset must accept a Medeco UL 437 M-3 Interchangeable Core cylinder for secure key access., 1, LOT; LI 004, Door Hardware:Medeco UL 437 M-3 Interchangeable Core cylinder The Contractor is responsible for purchasing a high security Medeco lock and key system approved by the TSA. In procuring the lock and key system, the Contractor must adhere to the following requirements: 1)The key operated lock housing must accept a Medeco UL 437 M-3 Interchangeable Core.2)The clients identity (TSA) and the address where the locks will be installed will not be divulged except as agreed upon by TSA.3)All change keys and core keys will be delivered to TSA field representative.4)All change keys will be impressed with a sequential serial number on the bow of each key.5)The core key will be impressed with Core or Control on the bow of the key. All pinning and key cut information will be provided to a TSA representative.6)Each core will be labeled with a change number on the side and a serial number on the opposite side of the cylinder. These numbers should appear on the sides of the top chamber area.7)The Contractor or Lessor will provide and install all locksets, cores and keys. Each key will have the serial number stamped on one side of the bow. All keys and any remaining cores will be given to the TSA representative. The Contractor will be responsible for creating and maintaining an expandable multi tiered master key system hierarchy. The hierarchy will be designed by the contractor based on the needs and requests of the local/field TSA Field Office. The contractor will provide and install/replace a Heavy Duty door closer on each Perimeter/Alarmed Door. For all door hinges installed so that the hinge pins are exposed to the unsecured area, the contractor will provide and replace with Non-Removable Pin (NRP) Hinges., 1, LOT; LI 005, Intrusion Detection System: The Contractor shall design, procure, install, program, test, document, and provide training for a complete turn-key system., 1, LOT; LI 006, Intrusion Detection System:The work will include, but may not be limited to the following; Contractor shall install a TSA Office of Security approved Bosch intrusion detection system or approved equal. The type of panel to be installed will be a Bosch Model D9412Gv2 or approved equal. The installer must be a certified vendor who is experienced in the programming the advanced software features associated with this panel and which is required for this security application. The host panel and all associated control equipment will be located in LAN/Telco room (Exact location to be determined). All equipment serving the IDS/Access Control system will be wall mounted on the wall of LAN/SERVER room. All equipment mounts, slides, shelves or other items will be provided by the contractor. Bosch D1260 arm/disarm keypads will be mounted inside the Employee Main Entrance (door 4) and inside the reception area (door 3 ) to the facility and will be programmed to accept all password combinations and will have the capability to arm and disarm all alarm points designated as general office security points. Vendors: The contractor is responsible to ensure selected vendor is competent and current on the required panels. The alarm system will notify via telephone connection or Internet connection the agency specified location violations of the security system. All intrusion detection devices installed on the floors will be centrally powered and monitored from the LAN/Server Room. All intrusion detection devices are required to interface with the Bosch model 9412Gv2 system or approved equal., 1, LOT; LI 007, Intrusion Detection System:The Contractor will maintain and warranty the system for one year after the acceptance date. The installed system will be remotely monitored by the Philadelphia Federal Protective Service (FPS) Mega Center and must be compatible with FPS existing hardware and software. Radionics/Bosch 9412Gv2 The contractor will be responsible for all the initial input of user codes and completion of the FPS Mega Center Alarm Requirements Document to be provided by the TSA Office of Security once the system has been installed and is ready for set up and programming. The minimum number of user pass codes shall be 249. All installed equipment shall have sufficient power supplies as necessary to provide battery back up for a 4-hour minimum outage. The contractor shall install a RJ-31X phone jack and connect to a government furnished phone line and connect the security panel for dial-up back to FPS. The contractor will provide and install recessed magnetic door contact switches, Sentrol 1078C or equivalent, where specified and approved by TSA Office of Security and connect to the main alarm panel. (Doors 1,2,3). The contractor will provide and install Bosch DS9360 Ceiling Mount Panoramic TriTech Motion Detectors within operating distance of all entrance/emergency exit doors and within LAN/Telco Room, Secure Storage Room and connect to the main alarm panel to alert the monitoring station of surreptitious entry., 1, LOT; LI 008, Electronic Access Control System: The Electronic Access Control System will work through the Intrusion Detection System Alarm Panel described above (Bosch/Radionics 9412Gv2) Entry points of various levels of access and security requirements must be installed.HID Model RK40 Wiegand keypad readers will be installed near doors (1&4), to momentarily unlock the electronic strike while shunting the alarm and providing access control to the facility. The Access Control system will have the capability to assign and monitor no fewer than 249 Unique Personal Identification Numbers (PIN). The contractor will be responsible for all programming including the initial input of user codes and completion of the FPS Mega Center Alarm Requirements Document. to be provided by the TSA Office of Security once the system has been installed and is ready for set up and programming Electronic Door Strikes:Electronic Door Strikes will be installed on doors equipped with HID Model RK40 Wiegand keypad readers (1&4).All door strikes will be 12 or 24 Volts AC.All door strikes installed will be centrally powered from LAN/Telco Room.Doors with deadbolt will use the Folgers Adam, model 310-3-1 electronic door strike, or HES equivalent.Doors without deadbolt will use the Folgers Adam, model 310-1-2/3 electronic door strike, or HES equivalent., 1, LOT; LI 009, CCTV System: The contractor is responsible for obtaining, installing, programming and testing a complete turn-key Closed Circuit TV system that is approved by the office of security. The contractor will maintain and warranty the system for one year after the TSA acceptance date. Cameras will be installed to view and record all persons entering and exiting the facility. A monitor shall be set up to display all cameras continuously and wired into the supplied DVR which will store recorded video for at least 25 days and have the capacity to write/record to digital media (CD/DVD) for back-up/archive/audit. (4) Four fixed mount CCTV cameras will be ceiling mounted in smoked dome housings in the interior space adjacent to (Doors 1, 4, other perimeter doors) aimed to view and record all activity/personnel entering TSA space. System hardware will include Contractor provided: Arm Electronics C540MDVA, color vari-focal mini dome cameras or approved equivalent Dedicated Micros. 4 channel digital video recorder w/CD-R or approved equivalent, 19 LCD monitor. All necessary hardware, wiring, power supplies. The system shall continuously record all channels at 15fps for a minimum of 25 days., 1, LOT; LI 010, Security System Installer Information Requirements Upon request by the TSA Office of Security, the local FSD staff, or FAM Field Office SAC the contractor will be required to provide the following information about the contractors employees and subcontractors who may have direct or incidental access to information being provided by the TSA/FAMS: -Employees full name-Employees date and place of birth-Employees social security number-Employees race and sex-Complete Finger Print Card-General Release of Information document The contractor is required to use GSA schedules and/or other government discounts when purchasing equipment or services in behalf of the TSA/FAMS. All program software and written materials pertaining to the security/access control system and related devices will be turned over to the TSA/FAMS Office of Security, to include: -Detailed Line Item Cost Proposals-Product Specification sheets-Inventory lists-Operating and installation instructions-As-built drawings-Key cut and pinning charts for locking system All questions pertaining to the security devices and their operation shall be directed to the TSA Office of Physical Security., 1, LOT; LI 011, Contractor is to provide and install the following: Mortise High Security Lockset with Deadbolt Storeroom Function, MARKS Part Number 5-CP-92-FS/32D-G3 with Medeco UL 437 M-3 Interchangeable Core cylinder. Cylindrical Lever Lockset Store Room Function, MARKS Part Number 195-RF/26D-F21 with Medeco UL 437 M-3 Interchangeable Core cylinder. BOSCH 9412Gv2 Intrusion Detection System with HID RK40 Wiegand Keypad Readers and duress button with Strobe and/or piezo. BOSCH D1260 Arm/Disarm keypads- Connected to BOSCH 9412Gv2 Intrusion Detection SystemBOSCH DS9360 Ceiling Mount Panoramic TriTech Motion Detectors- Connected to BOSCH 9412Gv2 Intrusion Detection System Track Mounted Overhead Door Contacts- Connected to BOSCH 9412Gv2 Intrusion Detection System Door Contact Switches Connected to BOSCH 9412Gv2 Intrusion Detection System Folgers Adam model 310-3-1 & 310-1-2/3 electronic door strikes or HES equivalent on doors with a Wiegand Keypad. Complete, turn-key CCTV/DVR system. Heavy Duty Door Closers for all doors. Non-Removable Pin (NRP) Hinges where required. All wiring and hardware., 1, LOT; For this solicitation, DHS-Transportation Security Administration intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction.
