- THIS IS NOT A SOLICITATION ANNOUNCEMENT; THIS IS A POTENTIAL SOURCES SOUGHT SYNOPSIS: The purpose of this notice is to obtain market research to determine the availability and adequacy of potential business sources to support acquisition of theserequirements using a competitive Request for Proposal. The U.S. Army Corps of Engineers (hereinafter referred to as the Corps) District Seattle is seeking sources to replace a damaged hydro turbine wicket gate at its Chief Joseph power station located near the town of Bridgeport on the Columbia River in north central Washington state. The Government provided replacement wicket gate will be installed by raising the headcover using jacks. The specific work to be performed is described below. The Governments intention is that the work be completed within 35 calendar days of the Contractors receipt of the Governments notice to proceed: 1.Destructively remove the damaged wicket gate (using mechanical and/or thermal means). 2.Cleanup the facing plate in vicinity of the damaged gate, as required. 3.Remove the damaged wicket gate bushings (three total). 4.Weld two gate stops (Government supplied) onto the turbine headcover. 5.Line bore the damaged wicket gate bushing housings (three total, two in headcover one in bottom ring). 6.Face the damaged wicket gate thrust bearing running surface (one headcover surface). 7.Install Contractor provided replacement wicket gate bushings (three total). 8.Remove the headcover hold down fasteners in preparation for jacking the headcover from below. The Government will have previously removed all additional connections/interferences required to accomplish the jacking. 9.Using Contractor supplied equipment, raise the headcover using jacks installed between the bottom ring and headcover facing plate. The distance that the headcover must be raised is approximately 5 feet if the gate is in installed through the scroll case or approximately 10 feet if installed from the turbine pit. So that the weight is supported and raised equally, a minimum of eight jacks shall be employed. 10.Install the Government provided spare wicket gate. The Contractor has the option of installing the gate fromthe scroll case or from the turbine pit. 11.Install a Conrtactor provided replacement headcover seating surface o-ring. 12.Install a Contractor provided replacement headcover seating surface shim pack; if necessary, identical to the existing pack. 13.Lower the headcover and reattach the hold down fasteners. 14.Mill the keyway in Corps provided replacement gate arm. 15.Install the replacement gate arm onto the replacement wicket gate stem. The Contractorshall provide the arm-to-stem key and the down thrust washer on which the arm rotates. 16.Position the replacement wicket gate halfway between the upper and lower facing plate. Install the Government provided gate upthrust collar and set the upthrust clearance. 17.Furnish replacement wicket gate operating mechanism shear levers (two total) and links (two each) for Government installation. 18.Furnish replacement link pins (two total), eccentric pins (two total), and nuts (four total) for Government installation. REQUIREMENTS: Offerors must have a positive, proven track record in the industry and reputation for providing technically proficient and timely hydro turbine field repair services. The specific requirements are as follows: 1.Mobilization to Chief Joseph with equipment (jacks, welding equipment, cutting equipment, boring/facing machine) and personnel within 14 calendar days of receipt of the Governments notice to proceed. 2.Completion of the work within 35 days of receipt of the Governments notice to proceed. 3.The ability to run two daily work shifts, if and/or when required to meet the project schedule. 4.Experience in the field line boring of wicket gate bushing housings where the distance between the upper and lower housing is 84 inches or greater. 5.Experience in the disassembly and reassembly of hydroturbines having a wicket gate pin circle diameter of 180 inches or larger. 6.Ownership of the welding, cutting and boring/facing machinery that will be used in the work. 7.Personnel experienced in the performance of the work detailed above. 8.A Contractor owned machine shop, or a named subcontractors shop, with equipment and availability to provide the replacement components detailed above in the timeframe required. Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Corps. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their interest, capability (personnel, facility, equipment, schedule slots, and materials) and ability to meet all requirements stated above. Firms responding to this notice must identify their companys capabilities to perform the requirements described herein, reference the number and indicate whether or not that they are a small business concern as defined in FAR 52.219-1. The NAICS code is 237990. The Small Business size standard is $31 million. The information received as a result of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Corps not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of the Corps. The Corps does not intend to pay for any information provided under this sources sought synopsis.
