Description
DESCRIPTION: The U.S. Coast Guard intends to procure contractor cervices for Outer Continental Shelf Inspection Course. This notice is a combined synopsis/solicitation for a commercial item in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition is on an Unrestricted basis. SCOPE: CONTRACTOR TECHNICAL AND ADMINISTRATIVE SUPPORT SERVICES FOR THE OFFICE OF SHORE FORCES (CG-7411) TRAINING FOR OUTER CONTINENTAL SHELF INSPECTION COURSE STATEMENT OF WORK 1.0 GENERAL. 1.1 The purpose of this statement of work is to facilitate the attainment of Contractor Training support services for the United States Coast Guard (USCG) Office of Shore Force (CG-7411). The purpose of this Statement of Work (SOW) is to obtain Contractor technical and administrative support services for CG-7411 for an Outer Continental Shelf Inspection Course. This Indefinite Delivery/Indefinite Quantity Contract is performance based. 1.2 BACKGROUND. This statement of work is intended to solicit the services of a commercial vendor to conduct a two week course (eight day format) designed to train Coast Guard personnel in how to effectively examine Outer Continental Shelf units. Training shall provide the theory and fundamentals of exploration, development, exploitation, and production by various types of Outer Continental Shelf (OCS) facilities such as Mobile Offshore Drilling Units (MODU), production units, and Floating Production, Storage & Offloading Vessels (FPSO). Training shall include personnel standards, basic operations, workplace safety and health, design, nomenclature, and components associated with OCS facilities. Each two week (eight working day, 40-hour training session) class shall be attended by fifteen (15) students. In addition, two days will be allocated for USCG Instructors to use the contractor’s training room. The Contractor shall provide training to fifteen (15) Coast Guard personnel per class in a two-week course format. 1.3 CONTRACTOR PERSONNEL. 1.3.1 Project Manager. The Contractor shall provide a Project Manager who shall be responsible for all Contractor work performed under this task order. The Project Manager is further designated as Key by the Government (see SOW 1.4). 1.3.1.1 The Project Manager shall be a single point of contact for the Contracting Officer and the Contracting Officer’s Technical Representative. It is anticipated that the Project Manager shall be one of the senior level employees provided by the Contractor for this work effort. The name of Project Manager, and the name(s) of any alternate(s) who shall act for the Contractor in the absence of the Project Manager, shall be provided to the Government as part of the Contractor's proposal. During any absence of the Project Manager, only one alternate shall have full authority to act for the Contractor on all matters relating to work performed under this task order. The Project Manager and all designated alternates shall be able to read, write, speak, and understand English. Additionally, the Contractor shall not replace the Project Manager without prior acknowledgement from the Contracting Officer. 1.3.1.2 The Project Manager shall be available to the COTR via telephone between the hours of 08:00 A.M. and 4:00 P.M. EST, Monday through Friday, and shall respond to a request for discussion or resolution of technical problems within 2 hours of notification. 1.3.2Qualified Personnel. The Contractor shall provide qualified personnel to perform all requirements specified in this task order. All contractor employees supporting this task order shall also be citizens of the United States and shall be English speaking. 1.3.2.1 Technical - College degree and three years experience in the development of maritime training course/simulation material. Four years of related work experience may be substituted for a college degree. 1.3.2.2 Instructor - College degree and two years experience in teaching maritime training courses. Four years of related work experience may be substituted for a college degree. 1.3.2.1 The Contractor shall provide Key Personnel with education and work experience specified in SOW 1.4. 1.3.3 Employee Identification. Contractor employees visiting Government facilities shall wear an identification badge that, at minimum, displays the Contractor name, the employee’s photo, name, clearance-level and badge expiration date. Visiting Contractor employees shall comply with all Government escort rules and requirements. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times. 1.3.3.1 Contractor employees working on-site at Government facilities shall wear a Government issued identification badge. 1.3.4 EMPLOYEE CONDUCT. Contractor’s employees shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, securing, “off limits”, wearing of parts of military uniforms, and possession of weapons) when visiting or working at Government facilities. The contractor shall ensure contractor employees present a professional appearance at all times and that their conduct shall not reflect discredit on the United States, the Department of Homeland Security or the USCG. 1.3.5 Removing Employees for Misconduct or Security Reasons. The Government may, at its sole discretion, direct the Contractor to remove any Contractor employee from U.S. Coast Guard facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under any task order awarded. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee. 1.3.6 Conflict of Interest. The Contractor shall not employ any person who is an employee of the United States Government if that employment would, or would appear to cause a conflict of interest. 1.4 KEY PERSONNEL. Before replacing any individual designated as Key by the Government, the Contractor shall notify the Contracting Officer no less than 15 business days in advance, submit written justification for replacement, and provide the name and qualifications of any proposed substitute(s). All proposed substitutes shall possess qualifications equal to or superior to those of the Key person being replaced. The Contractor shall not replace Key Contractor personnel without acknowledgment from the Contracting Officer. The Government may designate additional Contractor personnel as Key at the time of award. 1.5 SECURITY. Contractor access to Sensitive but Unclassified (SBU) information may be required under this ID/IQ. Contractor employees shall safeguard this information against unauthorized disclosure or dissemination. Additional details will be provided in each task order. 1.6 PERIOD OF PERFORMANCE. The period of performance for this contract is from the date of award. 1.7 PLACE OF PERFORMANCE. The primary place of performance will at the Contractor’s facilities. 1.8 HOURS OF OPERATION. Contractor employees shall generally perform all work between the hours of 08:00 A.M. and 5:00 P.M. EST, Monday through Friday (except Federal holidays). 1.9 TRAVEL. TRAVEL NOT REQUIRED Contractor travel is not required. 1.10 PROJECT PLAN. The Contractor shall provide a draft Project Plan for Government review and comment. The Contractor shall provide a final Project Plan to the COTR not later than 10 (ten) business days after Award date. 1.11 PROGRESS REPORT. The Project Manager shall provide a progress report to the COTR via electronic mail no later than the 15th of the month after course completion date. This report shall include a summary of all Contractor work performed and an assessment of technical progress, schedule status, and any Contractor concerns, lessons learned from the previous month, and recommendations for innovative improvements. 1.12 GENERAL REPORT REQUIREMENTS. The Contractor shall provide all written reports in electronic format with read/write capability using applications that are compatible with Coast Guard Standard Workstation III (Windows XP and Microsoft Office Applications). 1.13 INTELLECTUAL PROPERTY. All Contractor developed processes and procedures and other forms of intellectual property first developed under this task order shall be considered Government property. 1.14 PROTECTION OF INFORMATION. Contractor access to information protected under the Privacy Act is required under this task order. Contractor employees shall safeguard this information against unauthorized disclosure or dissemination in accordance with the law and Government policy and regulation. 1.15 SECTION 508 COMPLIANCE. Section 508 of the Rehabilitation Act (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), August 7, 1998, requires that when Federal agencies develop, procure, maintain, or use electronic and information technology, they must ensure that it is accessible to people with disabilities, unless it would pose an undue burden to do so. Federal employees and members of the public who have disabilities must have access to and use of information and services that is comparable to the access and use available to non-disabled Federal employees and members of the public. The Government will provide the following resources necessary to perform the Contractor services required in this task order, unless specifically stated otherwise in this work statement. 3.1 The government shall provide copies of the references cited in SOW 6.0 at the Kick-Off meeting. 4.0 CONTRACTOR FURNISHED PROPERTY. The Contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements of this task order, except for the Government Furnished Property specified in the SOW 3.0 and 5.0 of this work statement. 5.0 REQUIREMENTS. The contractor shall be equipped and capable of providing training to a fifteen (15) students per year for the Outer Continental Shelf Inspection Course. In addition, two days will be allocated for USCG Instructors to use the contractor’s training room. 5.1 OBJECTIVES. The Contractor shall maintain annual curriculum updates and conduct training for all scheduled offerings of the Outer Continental Shelf Inspection Course (SOW 6.4). This eight (8) day course provides up to fifteen (15) students per course with a comprehensive overview of the tasks performed by an Outer Continental Shelf Inspector. In addition, two days will be allocated for USCG Instructors to use the contractor’s training room. The course addresses the following objectives: 5.1.1Identify the regulations that adopt certain Industry Standards. 5.1.2Identify the classified (hazardous) locations aboard the various types of OCS facilities. 5.1.3State the extent of pollution prevention regulations to fixed OCS facilities, floating OCS facilities, and to vessels engaged in OCS activities. 5.1.4The application of OSHA regulation offshore, including safety precautions and measures for emergency operations and procedures. 5.1.5Correctly use offshore nomenclature and terminology used in the industry and regulations. 5.1.6Verify the accuracy of the classified location plan. 5.1.7Demonstrate procedures for testing mud pump relief valves. 5.1.8Provide the overview to the processes used in drilling operations. 5.1.9Identify and familiarize students with various life-saving equipment found on OCS facilities. 5.1.10Review an Emergency Evacuation Plan. 5.1.11Identify and familiarize students with confined space location and practices on OCS facilities. 5.1.12Providing/facilitating guest speakers from the outer continental shelf inspection industry. 5.1.13Expanding relevant mini-industry training opportunities including visit to OCS facilities. 5.1.14Provide students with basic stability and trim training for Jack-up rigs. 5.2 COURSE MATERIALS/SUPPLIES The contractor shall provide a course workbook for each student and a master instructor workbook. Supporting material such as handouts, slides, PowerPoint presentations, and other instructional material shall be included in the workbooks. The workbooks shall be presented in a three-ring binder, with titled dividers separating each session. The contractor shall furnish materials necessary for organization of training materials (binders), name plates, pencils, scratch paper, and any consumable classroom materials. 5.2.1The current edition of the “The International Maritime Organization for the Construction and Equipment of Mobile Offshore Drilling Units (MODU Code).” 5.2.2 The current edition of Title 46 Code of Federal Regulations Parts 90-139. 5.2.3The current edition of Title 33 Code of Federal Regulations Parts 125-199. 5.3 CLASS SCHEDULE AND ROSTER The COTR will provide notification to the contractor no later than 30 days prior to each Outer Continental Shelf Inspection course convening. The COTR will provide the Contractor, at least two week prior to each course convening, the student roster (including unit name/address and student’s e-mail address) for each class with the names of students registered for each course. Typically these USCG personnel will not have attended prior Outer Continental Shelf Inspection training, but will posses a Marine Inspector background. 5.4 TRAINING FACILITIES The Contractor shall provide a classroom facility of appropriate size with appropriate access to male and female restroom facilities for a class size minimum of fifteen (15) students and shall be free from external noise and distractions. The classroom will be outfitted with instructional support equipment necessary to deliver the course material. The contractor shall be responsible for setting up the training facility, arranging furniture as necessary, laying out participant materials, and preparing equipment and instructor aids. 5.4.1 The Contractor shall provide break periods not to exceed 5 minutes every training hour. The Contractor may combine two breaks to provide break periods not to exceed 10 minutes every 2 hours. 5.4.2 The Contractor shall facilitate availability of parking spaces for students with vehicles. 5.5 CONSULTATION SERVICES OF PROGRAM SPECIALISTS. Upon written or verbal request, CG-7411 will arrange for consultation with Program subject matter specialists during the development or revision of the Outer Continental Shelf Inspection course material. 5.6 COURSE CERTIFICATES. The contractor shall provide each graduate with a certificate attesting to the successful completion of the course. The certificates shall also include, at a minimum, the course title, date of completion and signatures of the contractor’s Director of Training (or equivalent) and the contractor’s instructor. The contractor shall provide the certificate to the attendee no later than fifteen (15) days after the course ends. 6.0 REFERENCES. 6.1 The International Maritime Organization for the Construction and Equipment of Mobile Offshore Drilling Units (MODU Code). 6.2Title 33 Code of Federal Regulations (CFR) Part 140-147 6.3Title 46 Code of Federal Regulations (CFR) Part 107-109 8.0 PERFORMANCE REQUIREMENTS SUMMARY (PRS). The PRS table below reflects the deliverables considered by the Coast Guard to be most important for the successful performance of this task order. This includes the expected standards of performance and planned reductions for not meeting those standards. The Government will establish a Quality Assurance Surveillance plan that is not part of this task order in order to monitor performance requirements summary items described in the table below. CONTRACTOR PROGRAM MANAGEMENT, TECHNICAL AND ADMINSISTRATIVE SUPPORT SERVICES FOR THE OFFICE OF SECTORS DIVISION (G-7411) ObjectivesRequired ServicePerformance StandardReductions 1. High quality training related supportAll training related material produced by Contractor shall be well designed, clearly written and expertly edited. Training related material meets the requirements set forth in the SOW If the deliverables are determined to be unacceptable to the COTR and cannot be resolved to the satisfaction of the Government, results will be reflected in the Contractor’s past performance evaluation. 2. Timely receipt of deliverables•Provide timely reviews, monthly reports, etc. •Provide timely plan expiration notices100% on-time delivery (unless Government causes delay or suitable alternative is agreed upon)If a deliverable is late, as verified by the COTR or TPM, a $200 deduction will apply for each business day the deliverable is late. 3. Quality Technical Writing and Desktop Publishing All documents and publications produced by the Contractor shall be well designed, clearly written, and expertly edited. Meets the requirements set forth in the SOW. Written in clear and simple language. Organized in a logical manner. Free of grammatical errors When a document or publication is found to be unacceptable to the COTR, and remains unacceptable after amendment of the original work, the results will be reflected in the contractor’s past performance evaluation for the task order. 4. Student EvaluationsConduct and analyze student Evaluations to provide summary of student evaluations and recommendations for course enhancement. All surveys are performed in a timely manner. Thoughtful analysis and summary of student feedback. Innovative recommendations for course enhancement.If the performance is determined to be unacceptable to the COTR and cannot be resolved to the satisfaction of the Government, results will be reflected in the Contractor’s past performance evaluation. HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration and demonstrate that they are qualified to perform the work by providing a brief (20 pages or less) Technical and Cost Proposal by 2:00 PM, ET, April 30, 2008. Technical proposals must include: (1) Specific approach in meeting requirements outlined in the Statement of Work and compatibility of system/process with existing agency configuration. (2) History (current or within the last 18 months) of projects similar in scope and nature, with specific references (including project identifier/contract number and description, period of performance, dollar amount, client name and current telephone number). References will be checked to validate the information provided and to determine reliability/dependability. (3) Key personnel (those who would have the primary responsibility for performing and/or managing the project) with relevant qualifications and specific experience. Cost Proposal: provide Firm Fixed-Price “broken out by labor hours, labor category, materials, and other direct costs”. Offerors must submit an original and one copy of the proposal to HARVEY CAMEAU, USCG Headquarters Support Command, Code A-3, Room B411, 2100 Second St. SW, Washington, DC 20593. Electronic transmissions to Harvey.Cameau@uscg.mil are acceptable, but must be timely. Proposal Evaluation Criteria: Proposals will be evaluated based on two criteria: (1) technical merit and (2) cost/price. Technical evaluations will be based on how the following subfactors are addressed in the proposal: Subfactor A: Overall Mission Understanding. The proposal must demonstrate understanding of the processes and procedures required for performing training support services for the Coast Guard’s Commercial Fishing Vessel Safety Examiner Course. Subfactor B: Proposed Management Plan. The proposal must demonstrate understanding of the task order objectives and deliverables required. Subfactor C: Quality Assurance. The proposal must demonstrate how the offeror expects to maintain the highest standards in the professional services delivered. Subfactor D: Past Performance. The proposal must demonstrate present and past performance as it relates to the current proposal. The second evaluation factor is cost/price. The Government may be willing to pay more than their estimated cost if a proposal’s advantages warrant it. However, as technical merit ratings equalize, price may become the deciding factor. Proposed costs and fees for all years will be evaluated as the total price proposal. A team of technical personnel using a color rating format will evaluate the proposal to the technical criteria described below: PURPLE- A proposal that demonstrates competence and far exceeds the minimum requirements of the criteria; has a high probability of success; contains no weaknesses or deficiencies; GREEN- A proposal that demonstrates competence and exceeds the minimum requirements of the criteria; has an above average probability of success; contains no significant weaknesses and only minor, correctable weaknesses exist; BLUE- A proposal that meets in all aspects the minimum requirements of the criteria; has a good probability of success; no significant weaknesses and any deficiencies can be readily corrected; YELLOW- A proposal that fails to meet the minimum requirements of the criteria but may meet them through negotiations; low probability of success; major weaknesses and/or significant number of deficiencies exist that may be improved or corrected through discussions; or RED- A proposal that fails to meet minimum requirements of the criteria; proposal needs major revisions; very low probability of success.
