Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This combined synopsis/solicitation is issued as a request for firm price lists for establishment of Blanket Purchase Agreements (BPAs) for use by Vandenberg AFB. BPAs cover a period of five years but can be discontinued upon 30 days written notice by either party. Submit written offers, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR) (www.bpn.gov). This procurement is being issued as a 100% Small Business Set-Aside. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-24 and DFARS Change Notice 20080331. North American Industrial Classification Standard (NAICS) 811310 and Size Standard $6.5M apply to this procurement. STATEMENT OF WORK: 1 Scope California and Santa Barbara County have numerous and stringent environmental air quality statutes and regulations that directly affect VAFB operations. The local regulatory agency, Santa Barbara County Air Pollution Control District (SBCAPCD), rigorously administers its delegated authority to write local air quality rules and regulations and then enforce them. Adherence to local, state, and federal air quality regulations supports VAFB operations and ensures mission success. Vandenberg Air Force Base (VAFB) has upgraded the Military Gasoline Dispensing Facility (GDF) to California Air Resources Board (CARB) approved Phase II Enhanced Vapor Recovery (EVR) with In-Station Diagnostics (IDS). This SOW will provide for repair and testing of this equipment. 1.1 Background To reduce the emissions of volatile organic compounds, EPA and the California Air Resources Board (CARB) promulgated regulations requiring the control of emissions from motor vehicle fueling operations. The required equipment captured the emissions as fuel was loaded into the facility storage tanks and motor vehicles and are referred to as recovery systems. Phase I equipment captures the emissions from the loading of fuel into the facility storage tanks, while Phase II equipment captures the emissions from dispensing fuel into motor vehicles. With the need to further control emissions from dispensing fuel into motor vehicles, CARB approved Phase II EVR systems were developed and required to be installed by April 2009. 2 Applicable Documents 2.0. The Contractor shall comply, and their subcontractors, shall comply, with the most stringent environmental federal, state, and local laws and regulations; and Air Force policies, instructions, and plans. The federal Government is not exempt from compliance with environmental regulations. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on Vandenberg Air Force Base (VAFB). The Prime Contractor shall ensure their sub contractors comply with these specifications. 2.1. The 30th Civil Engineer Squadron, Environmental Flight, 30 CES/CEV, (805) 606-1921 / 605-7924 is the single point of contact for all environmental regulatory agency issues for activities on VAFB. The Contractor shall coordinate all environmental regulatory agency environmental issues through the 30 CES/CEV Flight. The contractor shall provide all copies of any regulatory agency notifications, regulatory reports, consultations, permits, or regulatory documents to 30 CES/CEV. 1. The Contractor shall comply with all environmental permit conditions and consultation requirements. The agencies typically involved in VAFB activities include, but not limited to: U.S. Fish & Wildlife Service (USFWS); National Oceanographic Atmospheric Administration (NOAA); State Historic Preservation Officer (SHPO); California Coastal Commission (CCC); Regional Water Quality Control Board (RWQCB); Certified Unified Program Agency (CUPA); and the Santa Barbara County Air Pollution Control District (SBCAPCD). 2. The contractor may use the 30 CES/CEV intranet web site or CD to obtain VAFB environmental documents and plans. For a copy contact (805) 606-2359 or 606-1921. 2.2. The Contractor shall comply with all environmental regulations pertaining to all activities performed on VAFB that are subject to federal, state, and local laws and regulations including, but not limited to: National Environmental Policy Act (NEPA); Endangered Species Act; Clean Air Act (CAA); National Historic Preservation Act (NHPA); Archaeological Resources Protection Act (ARPA); Resource Conservation and Recovery Act (RCRA); Hazardous and Solid Waste Amendments; Pollution Prevention Act; Clean Water Act (CWA); Safe Drinking Water Act; Emergency Planning and Community Right to Know Act (EPCRA); and Toxic Substances Control Act (TSCA). D. The Contractor shall promptly support the Government through 30 CES/CEV with all federal, state, local, and Air Force environmental inspections, audits, or assessments. E. The Contractor shall be liable for any Notices of Violation (NOV), Enforcement Action, fines, penalties, and corrective actions imposed by federal, state, or local environmental regulatory agencies for activities under the contractor's control. The Contractor shall provide verbal notification to 30 CES/CEV and the Contracting Officer within 24-hours of receiving their NOV followed by written notification within three (3) working days of receiving a regulatory agency violation notice. 2.3. REPORTS A. The Contractor shall provide a Monthly Hazardous Material (HAZMAT) usage totals to 30 CES/CEV. When appropriate, Contractors may provide electronic submittals. 2.4 ENVIRONMENTAL PROTECTION PLAN (EPP) REQUIREMENTS A. The Contractor shall, prior to the start of activities on VAFB, obtain an approved Environmental Protection Plan (EPP) from 30 CES/CEV, (805) 606-0016 / 605-2015. The Contractor shall allow ten (10) working days for 30 CES/CEVC to provide comments and/or approve the EPP. The Contractor should contact CEV to get the latest EPP shell file prior to starting their EPP. The Contractor's EPP shall describe how they will comply with environmental compliance requirements and address their methods, procedures, and practices as follows: 1. Air Quality. State procedures how you will comply with the air quality requirements for. a. Coating and painting operations including storage, clean up, and usage reporting. b. Solvent operations, storage, clean up and usage reporting. c. Adhesives operations, storage, clean up and usage reporting. 2. Hazardous Waste. The Base hazardous waste disposal system can be used, at no cost to the contractor, to dispose of the hazardous waste generated during the execution of the contract. State how you will comply with the hazardous waste requirements. a. List hazardous waste expected to be generated, include type and quantity. b. How you will properly manage, characterize, and dispose of your hazardous waste. c. Include your hazardous waste site authorization request, with completed SAP/CAP training, for approval by 30 CES/CEV. Include EPA hazardous waste training requirements. 3. Hazardous Materials. a. How will you register your hazardous materials (HAZMAT) with the HAZMART? b. What are your HAZMAT site management, spills prevention, site storage procedures? e. How you will report your monthly bar-coded HAZMAT usage to the HAZMART? 4. Spill / Release Management. a. List your Emergency Coordinator/Safety/Environmental contact information? b. List your spill prevention control measures, secondary containment methods, spill equipment list, and clean up procedures if not listed in the EPP Contingency Plan. c. What is your spill notification process to CEV if you have a spill/release (CAER Form)? 5. Waste Water Discharge Protection. a. List your waste water discharges including the sources, quantities, and frequency. b. List your known or potential contaminates to be included in the waste water discharges. c. How and where will the waste water will be contained, sampled, and disposed? d. How will you prevent unapproved wastewater discharges from migrating off-site, into sanitary sewer system, into a water body, or into storm water system? e. What is the approval process for your Discharge to Grade Approvals? 6. Storm Water Pollution Prevention. a. What storm water Best Management Practices will be used to control storm water runoff? 7. Cultural and Natural Resources Protection. State how you will comply with Natural resources protection measures. a. How impacts to natural resources will be avoided, minimized, protected, and restored. b. How will impacts to landscaping be minimized? B. The Contractor shall maintain a copy of the EPP on-site. The Contractor shall brief their personnel of the contents and procedures in the EPP to maintain compliance. 2.5. REPORT: The Contractor shall provide their Environmental Protection Plan for approval to 30 CES/CEV, prior to the start of any activities on VAFB. 2.6. Environmental Protection Plan (paragraph 2.4). A AIR QUALITY REQUIREMENTS 1. The Contractor, and their subcontractors, shall comply with all applicable, but not limited to: Federal and state Clean Air Acts; Santa Barbara County Air Pollution Control District (SBCAPCD) rules and regulations http://www.sbcapcd.org/rules/; SBCAPCD Permit To Operate (PTO) or Authority to Construct (ATC) requirements; California Air Resources Board standards, controls, and portable equipment registration requirements http://www.arb.ca.gov/homepage.htm; any applicable US EPA Maximum Achievable Control Technology (MACT) standards; AFI 32-7040, Air Quality Compliance; AFI 32-7086, Hazardous Materials Management; 30 SWI 32-702, Environmental Management Air Emission Inventories; and 30 SW Fuel Use Monitoring Plan (FUMP). The contractor shall comply with all the applicable air quality requirements. Contact information for the 30 CES/CEVC, Air Quality Manager is (805) 606-6863 / 2044. a. When the Contractor is performing coating and painting activities, then the Contractor shall comply with all applicable SBCAPCD Rules including Rule 102, Definitions; Rule 201, Permits Required; Rule 202, Exemptions to Rule 201; Rule 302, Visible Emissions; Rule 303, Nuisance; Rule 317, Organic Solvents; Rule 322, Metal Surface Coating Thinner and Reducer; Rule 323, Architectural Coatings, will be complied with so that the Contractor and their Subcontractors do not use hazardous materials that exceed Rule 323 or any other VOC/ROC emission limit usage requirements. b. When the Contractor is performing solvent activities, then the Contractor shall comply with all applicable SBCAPCD Rules including Rule 317, Organic Solvents, Rule 324, Disposal and Evaporation of Solvents, and Vandenberg AFB PTO 10156, Base-wide Solvent Usage. The Contractor shall report their solvent usage in compliance with 30 SWI 32-702, Environmental Management Air Emission Inventories instructions. c. When the Contractor is performing adhesive and/or sealant activities, then the Contractor shall comply with all applicable SBCAPCD Rules including Rule 353, Adhesives and Sealants will be complied with so that they do not use hazardous materials that exceed Rule 353 or any other ROC/VOC limit usage requirements. 2. The Contractor shall not make use of, nor provide to the Government, any chemical, solvent, material, or any system making use of materials classified as a Class I Ozone Depleting Substance (ODS). Class I ODS's include chlorofluorocarbons refrigerants CFC - 11, -12, -13, -111, -112, -113, -114, -115, -211, -212, -213, -214, -215, -216, and -217, carbon tetrachloride, methyl chloroform, methyl bromide, and halons 1011, 1202, 1211, 1301, and 2402. 3. The Contractor shall report all required Air Quality Reporting Requirements per SBCAPCD rules and permits, CARB requirements, or 30 SW Instruction 32-702, Environmental Management Air Emission Inventories instruction to the 30 CES/CEVC, Air Quality Section. 4. The Contractor shall immediately report air permit violations to 30 CES/CEV, 606-6863, and report all permit violations to the Contracting Officer within 24-hours. 3 Requirements Services, Non-personal: Contractor to furnish all labor, tools, parts, materials, equipment, facilities, transportation and supervision necessary to provide: Repair and testing of the Gasoline Dispensing Facility which includes 1 diesel, 2 gasoline, and 1 E85 dispensers. 3.1 General Technicians working on the equipment must be trained and certified. All work shall be accomplished in accordance with agreement terms and specifications, meet federal, state, and local codes for this type of work, and follow common work practices and industry standards. 3.1.1 Detail The contractor shall provide on-call repair work on the CARB approved Phase I and II EVR systems and ISD Equipment at the Military GDF. The on-call technician must be certified to repair the EVR and ISD equipment. The contractor shall keep on hand sufficient stock to repair the most common equipment problems associated with the EVR and ISD. The contractor shall provide a 24-hour contact number and respond to service calls within one (1) hour to discuss and diagnose problems. When the system generates alarms and/or shuts down the station, and repair work is beyond the certification level of VAFB technicians, VAFB needs a quick response to repair the system with the Supervisor, Liquid Fuels determining the service call response time. The contractor shall provide required testing to be scheduled by the Government. The contractor shall notify Supervisor, Liquid Fuels if a service call or test is anticipated to exceed $2500. Work anticipated to be over $2500 shall not begin until approval is received from a Base Contracting Officer. The contractor shall provide detailed invoices of all repair activities, parts and testing.
