Description
The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services (DHHS) is planning on awarding on a sole-source basis to the RAND Corporation a contract to develop and test a Health Literacy supplemental module to the Hospital CAHPS® Survey (CAHPS = Consumer Assessment of Healthcare Providers and Systems). It is necessary to award this contract to one of the CAHPS grantees (RAND Corporation or Yale University) due to their previous experience with the CAHPS approach to instrument testing and development. RAND is chosen for this sole source contract because of their previous experience in developing a CAHPS Health Literacy module for the C/G CAHPS Survey. This module is scheduled for field testing in 2008. This contract will be to develop a supplement to that survey. In addition, since the beginning of the project in 1995, RAND has assumed responsibility for developing and testing all Spanish language CAHPS tools. RAND is the overall lead on work done in the area of cultural competence in CAHPS and has led the development of Health Literacy CAHPS (HCAHPS). The continued RAND leadership into this new contract will result in a high quality end product achieved with efficient use of resources. The proper completion of this contract shall require: the development of a draft survey, in English and in Spanish; obtaining feedback about the survey from stakeholders; conducting cognitive and field testing; and developing a dissemination strategy. It is important that the development of the HCAHPS module follows the developmental process of other CAHPS instruments. AHRQ intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested organizations capable of performing the above with the requisite qualifications and expertise should submit a statement of capabilities with documentation supporting its ability to meet the Government’s requirements. Sources shall have understanding and in-depth experience in the development of CAHPS instruments that encompass the processes surrounding: (1) the development of an initial draft, (2) Spanish translation, (3) a stakeholders meeting, (4) the preparation of cognitive testing, (5) the recruitment of field testing sites, (6) cognitive testing, (7) the preparation of field testing protocol, (8) field testing, (9) statistical analysis of the results. Sources shall demonstrate experience developing CAHPS instruments. Sources shall also demonstrate experience developing instruments in the field of Health Literacy. Sources shall have experience in evaluating outcomes of each phase of the Health Literacy module development evident by providing analytical reports after completing cognitive and field testing. Sources must also possess, or be able to obtain (in-house or through subcontracting arrangements), the staff and other resources needed to expeditiously carry out the different types of activities listed above. Capability statements are due no later than April 25, 2008. No solicitation is currently available. Capability statements should be submitted electronically to Sharon Williams at Sharon.williams@ahrq.hhs.gov or paper copies (original and two copies) to Sharon Williams, Agency for Healthcare Research and Quality, 540 Gaither Road, Rockville, MD 20850. Capability statements should be no more than 10 pages long and may include attachments such as resumes in addition to the 10 page limit. Capability statements received after April 25, 2008 will not be reviewed. Organizations should include their DUNS number and indicate the size of the company (i.e., large business, small business, small disadvantaged business, HUBZone, etc.). A determination by the Government not to compete this requirement is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining to conduct a competitive procurement or a sole source procurement.
