- This Special Notice is issued under the authority of FAR 15.202, Advisory Multi-Step Process. The Computer Hardware, Enterprise Software and Solutions (CHESS) Program, in coordination with the Army Contracting Agency (ACA), Information Technology, E-Commerce and Commercial Contracting Center (ITEC4), is seeking qualified contractors to support the Army's Enterprise Infrastructure and Infostructure goals with information technology services at a reasonable price, consistent with DoD and Department of Army policies on standardization and interoperability. The contract type for the acquisition will be small business set-aside. The Army intends to award five, performance-based, Indefinite Delivery/Indefinite Quantity (IDIQ), Firm-Fixed Price contracts with fully-burdened composite labor rates. The government's intention is to conduct this acquisition under Federal Acquisition Regulation (FAR) Part 15. The NAICS code for the acquisition is NAICS code 541519 (Other Computer Related Services) with a smallbusiness size standard of $23M. The offeror will be required to support up to SECRET security clearances. Some tasks may require TOP SECRET and Sensitive Compartmented Information (SCI) security clearance. This contract will support CONUS efforts only. The period of performance for this acquisition will be a two year base with three, one-year options. The estimated total value of this acquisition is $400 million. The solicitation phases, including a projected milestone schedule for each phase, are asfollows: Phase 1 - Market research Request for Information (RFI) was released via FedBizOpps on 20 December 2007 (as prescribed at FAR 15.201) to understand the marketplace and determine industry best practices, performance contracting successes, innovative methods, and effective incentive programs. Phase 2 Advisory Multi-Step (ref. FAR 15.202) Process. Evaluation of potential offerors to assess their potential to be viable competitors. This process results in an advisory notice from the government to the potential offerors regarding their potential to succeed. See attachment Advisory Multi-Step (AMS) Request for Corporate Qualification Package (CQP) for submission instruction. CQP are due no later than 2:00 p.m. EST on May 02,2008. Phase 3 ITS-SB Industry Day. The ITS-SB Industry Day will be conducted for offerors to have full access to Army officials to obtain a clear understanding of the Armys objectives, constraints and requirement. The ITS-SB Industry Day willbe held on June 11, 2008. Further information will be provided regarding the ITS-SB Industry Day at a later date.
