- This is a SOURCES SOUGHT notice. The Department of Veterans Affairs (VA), Veterans Affairs Medical Center (VAMC) - Iowa City VA is interested in identifying sources to provide 2.0 Full-time Equivalent ("FTE") Certified Registered Nurse Anesthetist (CRNA) to provide services to the veterans that qualify as beneficiaries of the Iowa City VAMC. The CRNA must be a graduate of an accredited anesthesia program, must have passed the certification examination of the American Association of Nurse Anesthetists, must hold a current licensure in the state of Iowa and must be CPR/ACLS certified.Services will include, but not be limited to the following: The assessment of, consultation for and preparation of patients for anesthesia; the provision of insensibility to pain during surgical, therapeutic, and diagnostic procedures and the management of patients so affected; the monitoring and restoration of homeostasis during the perioperative period, as well as homeostasis in the critically ill, injured, or otherwise seriously ill patient; the diagnosis and treatment of painful syndromes; the clinical management of cardiac and pulmonary resuscitation, including establishment and maintenance of an effective airway; the evaluation of respiratory function and application of respiratory therapy in all its forms; establishes peripheral and/or central venous access prior to surgical procedures; participation in collection of data for ongoing clinical anesthesia studies; documents all patient interventions in accordance with medical center standards; participates in QA/QI activities as directed by the Chief, Anesthesiology section; complies with all medical center policies and procedures including medical staff bylaws, narcotics rules and regulations, and medical records rules that will be provided on the selected candidates first day of work. Hours of Duty will be Monday - Friday, 7:00 am - 3:30 pm, or 9:00am to 5:30pm. An FTE is defined as a contractor's employee working eight (8) hours per day, five (5) days per week. Call is assigned approximately every sixth or seventh week and is done concurrently with a second shift tour, Monday - Friday 15:00 - 23:00. Call responsibilities are from 2300 - 0700 of the following day, and 24 hour coverage on Saturdays and Sundays. Overtime work may be worked by the Contractor only to the extent it is specifically authorized in writing in advance by the contracting officer. No additional hours of overtime may be worked without additional written authorization. Any overtime will be paid in accordance with the corresponding Federal Supply Schedule. This will be a non-personal services contract; therefore, the contracted employee shall not be required or attempt to manage or direct employees or perform any type of disciplinary actions for VA employees. In addition, the contracted employee will not have any signature authority nor the authority to obligate funds or approve leave, etc. In the event of unanticipated leave or business closures, such as; leave due to an at-work fire occurrence or an at-work allotment of administrative holiday leave, the Government will pay the contractor for the full day's work. However, in cases which necessitate leave due to occurrences such as inclement weather, or Government long-term office closure, Government shall not provide payment to the contractor. The duration of the contract is to be a base period with one (1) option year (possibly longer) with the base period to begin ASAP and continue through the end of the Fiscal Year.
