- C.1.1. Purpose of Contract: The purpose of this indefinite delivery, indefinite quantity contract is to establish the fundamental requirements to be performed as an Education Contract - Medicaid Integrity Contractor (MIC) (hereinafter, referred to as the “Contractor”) when directed in individual task orders. The fundamental requirements are to educate providers of services, managed care entities, Medicaid beneficiaries and other individuals about Medicaid program integrity and quality of care. The education/ training may take place in any State (including the District of Columbia and the territories) that is receiving Federal funds under Medicaid. C.1.2. Objective: The Contractor shall promote the integrity of the Medicaid program by educating providers of services, managed care entities, Medicaid beneficiaries and other individuals about Medicaid program integrity and quality of care. This may take the form of production, review, editing, and/or distributing educational materials, classroom instruction, and awareness campaigns etc. The specific education or training to meet the Government’s need shall be determined at any time during the term of this contract. Educational efforts must emphasize reduction of risks to Medicaid program integrity and quality of care that were identified by a wide variety of sources, including but not limited to, self assessments, reviews, audits and data analysis performed by State Agencies, Medicaid Fraud Control Units (MFCUs), U.S. Department of Health and Human Services - Offices of the Inspector General (DHHS-OIG), General Accountability Office (GAO), CMS Contractors including the Audit MIC and Review of Provider MIC, and other sources. These educational materials should be designed to: •Educate providers, beneficiaries, and others about appropriate and accurate billings for services under the Medicaid Program, •Include topics related to potential Medicaid fraud, waste and abuse, •Be concise and responsive to the needs of the audience addressed, •Have broad and nationwide application that can be widely disseminated, and •Undertake tasks and initiatives to raise the overall awareness of the Medicaid Integrity Program (MIP) as well as the CMS contractors performing audits of providers and Medicaid data analysis. C.1.3. Background: Medicaid was enacted in 1965 as Title XIX of the Social Security Act (the Act). Title XIX of the Act is a Federal/State entitlement program that pays for medical assistance for certain individuals and families with low incomes and resources. Medicaid is a cooperative venture jointly funded by Federal Government as well as State governments (including the District of Columbia and the territories) to assist States in furnishing medical assistance to eligible needy persons. Within broad national guidelines established by Federal statutes, regulations, and policies, each State establishes its own eligibility standards; determines the type, amount, duration, and scope of services; sets the rate of payment for services; and administers its own program. State participation in Medicaid is voluntary; however, all States have chosen to participate. The Federal government supports state administration by providing matching funds and establishing general programmatic guidelines. C.1.4.The Deficit Reduction Act (DRA) of 2005: Section 6034 of the Deficit Reduction Act (DRA) of 2005, signed February 8, 2006, established the Medicaid Integrity Program (MIP). The MIP offers a unique opportunity to identify, recover, and prevent inappropriate Medicaid payments. The DRA also requires MIP to provide effective support and assistance to States to combat potential Medicaid fraud, waste and abuse.
