- Description
- The Alaska District of the U.S. Army Corps of Engineers seeks industry comment on the acquisition strategy for a new Cost Engineering/Estimating services IDIQ contract(s), which would be five years in duration and valued at less than $3M. The Alaska District envisions the following services to be provided: (1) develop civil works, military, and HTRW cost estimates in the Corps of Engineers Work Breakdown Structure using MCACES 2nd Generation, MCACES Gold, MCACES for Windows, Microsoft Excel and Parametric Cost Estimating System (PACES) software; (2) input 95% cost estimate data into Department of Defense Form 1354s using DD Form 1354 Editor for Windows and Microsoft Excel software, and provide support for filling DD1354 using a fillable PDF or similar; (3) attend programming charettes, design charettes and meetings, value engineering conferences, review conferences, and technical meetings at various locations, typically in Alaska; (4) provide construction execution GANTT Chart schedulesand perform analyses; (5) be able to assess the relative economic and technical merits of alternative engineering solutions; (6) perform Cost Risk Analysis using Crystal Ball or similar software; and (7) perform Life Cycle Cost Analysis using TRACES software. In developing its strategy, the Alaska District would like industry comment on the following questions: (1) Would your firm be interested in pursuing an AE contract as described above? (2) What advantages and disadvantages does your firm see in theexecution of a FAR Part 36 AE acquisition for the services cited above? (3) Do you have experience with Cost Engineering/Estimating in preparing RFPs for Design Build projects? (4) A successful firm would not be able to participate in Design Build actions for a construction project where the firm was involved in any phase of programming and/or RFP preparation of that project. Given this restriction, would you still be interested in an AE IDIQ of this nature? (5) The AK District envisions the possibility of embedding contractor personnel within District teams during various phases of project execution. Would your firm be willing to execute in this fashion? If not, what would be your concerns? (6) Is your firm a Small Business? If so, are you capable of meeting all the requirements cited above and what socioeconomic category does your firm fall under? (7) Do you currently perform Cost Engineering/Estimating services for the Corps of Engineers or other Federal Agencies? If so, please provide contract information. (8) Do you currently perform any of these services for clients in the State of Alaska? (9) Do you have any suggestions concerning the language of the required services above to improve clarity, streamline proposal preparation, and promote interest from industry in this acquisition approach?
