- This is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Request for Quotation is being issued by the Federal Highway Administration (FHWA) Simplified Acquisitions Department with the intent to procure professional services to install Maximo Enterprise at the following location: Federal Highway Administration, Western Federal Lands Highway Division, 610 East Fifth Street, Vancouver, WA 98661. This solicitation is a SMALL BUSINESS SET-ASIDE. Quotes are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) code is 541519 with a size standard of $23.0 million. The Government will award a Firm-Fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming with the solicitation will be most advantageous to the Government. See Clause 52.212-2, below, for evaluation criteria. Solicitation No. DTFH70-08-Q-00008, Request for Quotation (RFQ), is prepared in accordance with FAR Part 12, the acquisition of commercial items in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-24. It is the responsibility of the contractor to be familiar with applicable clauses and provisions. FAR Provisions and Clauses may be viewed and/or downloaded from http://www.arnet.gov/far/. All firms or individuals responding must be registered with the Central Contractor Registration (CCR) (website: http://www.ccr.gov/), or be registered prior to receiving award: (888) 227-2423. Once this combined synopsis/solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. Introduction: The FHWA, Western Federal Lands Highway Division (WFLHD) Property Management System is used to manage the quantity, location and status of all Government-owned accountable personal property as well as the receiving, storage, distribution, and disposition processes for this property. The WFLHD system currently uses a database application that was developed in-house in the 1990s. WFLHD has decided to replace the current Property Management System with Maximo Enterprise. WFLHD has purchased Maximo Enterprise version 6.x for Solaris. The purpose of this RFQ is to acquire professional services to install Maximo Enterprise. Description of requirement: 1. Install the module(s) necessary for accountable personal property management. The operating environment includes: - Server platform: Solaris 10 on Sun hardware. - Authentication: Lightweight directory access protocol version 3 with secure sockets layer (SSL) encryption (LDAPS). - LDAPS server: Novell eDirectory version 8.6.2. - Database: dedicated Oracle 10g instance. 2. Upon award, provide a schedule for the installation process, including timeframes and dates for major activities. The Government will review and approve the schedule. Allow 5 business days for approval. 3. Provide documentation of the step by step process (including anticipated duration of each step) on how to migrate data from the existing WFLHD Property Management System to the Maximo Enterprise system. This includes any pre-migration process or tasks that need to be done in the existing system. Documentation of work breakdown structure to be submitted in both written and electronic format. Migration services is not part of this solicitation. FHWA will do the migration. Complete the installation and submit migration process documentation not later than 60 days after award. Contractor/vendor shall submit the following: A completed copy of FAR 52.212-3, Offeror Representations and Certifications Commercial Items or if registered in ORCA, submit information in accordance with 52.212-3(k)(2); proof of Maximo certification; installation experience including contact information (with phone or e-mail) for two references to support experience; proposed schedule of Task No. 2 for the installation process with durations (assigned dates not required at this time; to be based upon award) and pricing. The following factors shall be used to evaluate offers: Maximo certification, experience installing Maximo based on Government reference check, proposed schedule for the installation process, and price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
