- Description
- The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a need for engineering services that are required to provide upgrade services and supplies for one (1) 9SDH-2 Pelletron located at the NSWCCD West Bethesda site.To meet this requirement, NSWCCD intends to negotiate a non-competitive procurement with National Electrostatics Corporation, Middleton, Wisconsin 53562-1002,under the authority of FAR 6.302-1--Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The 9SDH-2 Pelletron is a 3.0 MV tandem electrostatic accelerator capable of accelerating a variety of ion species over a broad range of energies for use in nuclear physics experiments. The 9SDH-2 Pelletron is a complex system consisting of many components and subsystems, the specific design of which is unique. National Electrostatic Corporation (NEC) is the manufacturer of the 9SDH-2 Pelletron and the original installer of the device at NSWC White Oak in the early 1990s. NEC was also contracted to de-install and re-install the 9SDH-2 Pelletron at the time of the move from White Oak to Carderock approximately 10 years ago. As such, NEC is uniquely qualified to provide upgrade services and supplies (equipment) the 9SDH-2 Pelletron located in the Positive Ion Accelerator Facility. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capabilities statements to the Government POC on or before 05/01/08, referencing RFQ N00167-08-T-0107.
