Description
National Flood Insurance Program (NFIP) Description The Department of Homeland Security, Federal Emergency Management Agency, Headquarters is seeking a contractor under full and open competition to conduct studies on the impact of climate change on the National Flood Insurance Program and to determine whether policies and methodologies for mapping coastal special flood hazard areas should be revised. This involves three different (albeit related) studies or analyses to be performed. They include: (1) a study recommended by the Government Accountability Office (GAO) that would analyze the impact of climate change on the National Flood Insurance Program (NFIP); (2) concerns regarding the use of the primary frontal dune in determining the landward boundary of Velocity (V) Zones; and (3) questions regarding whether the NFIP should map and manage coastal A Zones separately from riverine A Zones and develop insurance rates that are specific to this new insurance class. The government intends to use performance-based contracting methods for this procurement. In addition, in awarding this contract, the government will use the procedures established in FAR Part 15. It is anticipated that the period of performance will be 18 months from the date of contract award. The Request for Proposal (RFP) will only be available on Federal Business Opportunity web pages at http://www.fedbizopps.gov/. Prospective offerors are responsible for downloading the RFP and all attachments. It is the offeror’s responsibility to monitor Fedbizopps web page for the release of the solicitation and any amendments that may follow. The final RFP should be available for downloading on or about fifteen (15) days after publication of this announcement. Potential offerors making a written request must include an adequate justification for not obtaining the solicitation via the internet. Telephone requests for diskettes or other inquiries will not be honored. Requests may be made via email at Beverly.Howell1@dhs.gov. Offerors are cautioned to include the Solicitation Number HSFEHQ-08-R-0082 on all documentation submitted in response to this requirement. Limited written technical proposals, oral presentations, and business proposals will be required approximately 30 days following the RFP issue date. Contract award will be based on best-value to the Government where technical merit is significantly more important than cost/price. The estimated award date is September 30, 2008. The IVL (Interested Vendors List) feature has been activated on the Vendors portal to FedBizOpps, and firms are encouraged to provide their contact information there to help maximize teaming arrangements and small and small disadvantaged business participation on this procurement. The North American Industry Classification System (NAICS) Code for this requirement is 524298 – Insurance Related Services. Third Party Administration Of Insurance and Pension Funds and the Small business size standard is $6.5million in average annual receipts over the past three years. To be eligible for award, offerors must be registered with the Central Contractor Registry at www.ccr.gov. Additionally, Representations and Certifications must be completed at http://orca.bpn.gov.
