Description
The Department of the Navy, Space and Naval Warfare Systems Center SanDiego (SSC San Diego) intends to solicit and award a Cost type contract to theUniversity of Central Florida (Office of Research and Commercialization), 12201Research Parkway, Suite 501, Orlando, FL 32826 on a sole source basis forresearch and development to design, develop, fabricate, test and deployinstrumentation to measure turbulence effects on a long distance opticalpropagation laser beam in support of the Optical RF Communication Adjunct(ORCA) program. Specifically, this effort involves the design and developmentof mathematical models and instrumentation for operation of a scintillometerat up to 180km range and the test/evaluation of the scintillometer using threeidentified path lengths. This notice of intent is not a request for competitive proposals or quotes. Adetermination by the Government not to compete based upon responses tothis notice is solely within the discretion of the Government. Authority forOther-Than-Full and Open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1,only one responsible source and no other supplies or services will satisfyagency requirements. Based on UCF developing the complete theory ofatmospheric parameters on a propagating laser beam and recentexperimentation with this approach of complete scintillation characterizationofpaths up to 1km, the government has determined that UCF is the only concernthat can perform these services. The use of any other source for thisacquisition would result in the duplication of cost and time to develop thetechnical capability within another contractor's workforce, which would resultinsubstantial duplication of costs that are not expected to be recovered throughcompetition. The applicable North American Industry Classification System(NAICS) Code is 541712; the size standard is 500 employees. The anticipatedperiod of performance will be approximately 12 months; with a total estimatedvalue of 750,000 dollars.
