Description
This is market research only. There will be no compensation to concerns for preparing information necessary for this market research. The 38EIG/PKE at Tinker AFB, OK, in support of Air Force Network Operations (AFNETOPS); is in the process of determining the acquisition strategy for a requirement to perform Enterprise Service Desk (ESD) services. North American Industrial Classification System Code (NAICS) 541513, Computer Facilites Management Services is applicable to this effort, which has a small business threshold of $23 million. This acquisition effort will be to provide AFNETOPS, Enterprise Service Desk (help desk), of unclassified and classified mission essential Information Technology (IT) services, to the Department of the Air Force users world-wide. The customer-base is estimated to be 917,107 users Air Force wide by 2010.The intention of the Air Force is to set-aside this requirement for small business. The Government is requesting a capability statement that must be clear, concise, and complete. Please submit to the Contracting Officer as soon as possible, but not later than 1 May 2008. Please limit the capability package to 20 pages. Your statement of capabilities must include, as a minimum, the following items: 1) Contract references for the past five years relevant to the requirement to include: contract number, agency supported, whether or not you were a prime or subcontractor, period of performance, original contract value, final or current contract value, technical monitor and phone/fax number, POC with current phone/fax number, and a brief description of the effort. Please address your capabilities to perform in technical terms. 2) Company profile: number of employees, annual sales history, locations, security clearances, CAGE code and DUNS number. Please identify whether you are registered in CCR, whether you are in the Small Business 8(a) Program and if you are an awardee on an existing mutli-award type contract, such as GSA, VETS, or other Agency Wide Contract. The Government requests all technical questions and comments regarding the technical aspect of the requirement, as well as comments regarding the transition plan. Please submit all questions prior to 25 April 2008. Upon receipt of capabilities packages, and completion of analysis of potential offerors, it is the Government's goal to compete this requirement among the Small Business community. Once the acquisition strategy is determined, the Government plans to release an RFP for this requirement on or about 9 May 2008. Please note this is an estimated date and it is the responsibility of interested concerns to monitor FedBizOpps for all subsequent postings. A synopsis of the scope of work for this requirement can be viewed as an attachment. Small Business concerns that believe they have the capability to perform should provide a response in accordance with the attached Small Business Capability Assessment / Questionnaire and submit it to the POC listed below. The Small Business Capability Assessment / Questionnaire is designed to provide general information regarding a firm's capability and eligibility. All documents associated with the projected requirement will be posted on the FedBizOpps website, www.fbo.gov. Please submit your responses via email by 4:00 P/M CST, Thursday, 1 May 2008. The Government will provide email confirmation of receipt of your responses.
