- Description This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, and Subpart 13, as supplemented with additional information included in this notice. This announcement, DG133C08RQ0409, constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. The North American Industrial Classification Code (NAICS) is 326150. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Center for Operational Oceanographic Products and Services (CO-OPS), Requirements and Development Division, requires twenty-five sheets of semi-rigid foam to increase the buoyancy of subsurface (underwater) buoys being used in tidal current surveys. The surveys will be conducted in deep coastal waters where currents are strong, such as Alaska and Maine. The buoyancy of the buoys as originally manufactured is not adequate in strong currents. The strong currents cause the buoys to "lean", compromising the data being collected. The foam shall be cut and formed to fit inside open cavities of the buoy, increasing its buoyancy, thereby allowing it to remain upright in strong currents. Specifications: 1. Dimension: 52mm x 1620mm x 800mm or larger per sheet 2. Hydraulic crush point: 30 Bar or greater 3. Density (ASTM D1622): 12.5 lb per cubic foot (or 200kg per cubic meter) 4. Compressive strength (ASTM D 1621): 653 psi (at +72 deg. F) 5. Smooth plain surface Interested parties shall submit prices as follows: CLIN 0001 - 25 sheets of semi-rigid PVC foam as specified Delivery Date: May 28, 2008 CLIN 0002 - 25 additional sheets at Government option to buy Delivery Date: February 28, 2009 The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-24. The provisions and clauses may be downloaded at http://arnet.gov.far. The following provisions and clauses shall apply to this solicitation. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition; FAR 52.204-9, Personal Identity Verification of Contractor Personnel. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representations and Certifications. Interested contractors are invited to provide a written and electronic quote to be received no later than 3:00 P.M. eastern, May 7, 2008 addressed to Robert M. McNamara, Contract Specialist, National Oceanic and Atmospheric Administration, 1305 East West Highway, Suite 7607, Silver Spring, Maryland 20910, and to Robert.McNamara@noaa.gov. Contractors must submit a complete response. Responses that are not substantially complete will be returned. Partial quotes shall be rejected. An original and three copies shall be submitted as well as an electronic version in MS Word or Adobe Acrobat. The electronic version shall be in the form of an email with attachments. Award will be made to the responsible contractor that offers the best value to the Government. The Government shall not be liable for any costs incurred in response to this request.
