- IDIQ – Multi-Disciplinary Transportation Planning April 16, 2008 DESCRIPTION OF SERVICES NEEDED: Professional services are required for transportation planning, civil engineering, construction monitoring, and road condition inventories. The following transportation planning products are needed to support forest management projects, including; vegetation management projects, and fuel reduction projects, such as the South Shore project, and other vegetation management, such as aspen restoration: Road location plans; locations for access roads and landing areas, drainage and stream channel protection, including culvert placement and sizing. Integration of road location with vegetation treatment types and equipment to be used; Plans for temporary road maintenance and closure, including requirements for stabilization of the road for closure. Plans for limiting public motorized access on temporary roads. Best Management Practices (BMPs) implementation plan. Monitoring of road construction to insure that all required BMPs are followed. The following products may also be included on an as-needed basis: Inventory of road conditions, determination of reconstruction and maintenance needs. Evaluation of transportation system storm damage, determination of road maintenance or reconstruction requirements, and preparation of Damage Survey Reports (DSRs) for Emergency Relief Federally Owned (ERFO) funding requirements; Specialized Knowledge Required: A through knowledge of Best Management Practices (BMPs) for road construction and management is required, along with preparation of a BMP implementation plan. BMPs can be found in the Forest Service BMP Handbook on the Forest Service website: www.r5.fs.fed.us/water_resources/waterquality Knowledge of Forest Service Manual and Forest Service Handbook 7000, and the Forest Service Standard Specification of Road and Bridges on Federal Highway Projects, FP-03 Knowledge of Tahoe Regional Planning Agency (TRPA) permitting requirements and Lahontan Water Quality Control Board permitting requirements All electronic files, CAD or otherwise, shall become the property of the U.S. Forest Service. Excluded work: This work will not include bridge design. Any contract resulting from this request will be an Indefinite Delivery/Indefinite Quantity fixed unit priced (loaded) labor rate type plus mileage, travel and per diem in compliance with Federal Travel Regulation (FTR). This contract will provide for a base year and four (4) unilateral option years. We may award up to three contracts. The guaranteed minimum award under each contract will be $5,000.00 during the initial contract year. The maximum of $750,000.00 in task order fees are possible over the lifetime of the contract(s) combined. Work under this contract will be issued by task orders and will be performed on Federal Lands located on the Lake Tahoe Basin Management Unit, and the Inyo, Tahoe, and Eldorado National Forests. All interested offerors must submit an SF-330 to the USDA Forest Service, Tahoe National Forest, IBET Province, 631 Coyote Street, Nevada City, CA 95959, ATTN: Acquisitions, not later than close of business (4:30pm) on MAY 30, 2008. The following criteria will be applied in equal order of importance: 1.Professional qualifications and technical competence necessary for satisfactory performance of the required services including: transportation planning, site surveying, evaluation of transportation system storm damage for ERFO, road condition and maintenance needs inventory. 2.Past performance on contracts with government agencies and private industry, demonstrating cost control, quality work, and on-time delivery. 3.Location in the general geographical area of these forests, and knowledge of the locality and local issues, such as producing effective designs mitigating Lake Tahoe Basin water quality issues (Best Management Practices and permitting requirements) and seasonal construction restrictions.
