- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Partnering Institutions of the National Gallery of Art (hereinafter “NGA” or the “Gallery”), the Institute of Museum and Library Services (IMLS), and the National Endowment for the Arts (NEA), under the direction of the Gallery are seeking the submission of Best Value proposals from qualified, responsive, and responsible vendors to design, create, and provide support for maintaining a Web site to serve as an information source and online exhibition space for 2,500 works of art dispersed across all 50 states, one gallery or museum in each state. Further specifications and list of deliverables is contained in the RFP's Scope of Work, which shall be made available upon request submitted to the primary contact listed in this synopsis. The National Gallery of Art intends to award a firm fixed-price contract with a time and materials component. The firm-fixed portion of the contract includes all work, with the exception of maintenance. Maintenance of the Web site shall be provided on a time and materials basis, as needed. The solicitation documentation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23. FAR provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR 52.212, Evaluation-Commercial Items, is applicable to this acquisition. The factors used in evaluating proposals will be (1) Technical Understanding and Approach to Satisfying the Requirements, (2) Management Approach, (3) Business Viability, and (4) Past Performance and Work Experience; each of which will be weighted approximately equally. The vendor submitting a quote is responsible for providing information in its quote sufficient to allow the Gallery to evaluate the quote using these evaluation factors. See the RFP for further, specific proposal submission requirements. All vendors who submit a quote must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quote. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, which incorporates by reference, the following FAR clauses: 52.203-6 Restrictions on Subcontractor Sales to the Government (Alt 1, OCT 1995); 52.219-6, Notice of Total Small Business Set-Aside (JUN 2003); 52.222-41, Service Contract Act of 1965 (NOV 2007); 52.219-8, Utilization of Small Business Concerns (MAY 2004); 52.232-33, Payment by Electronic Funds Transfer--Central Contractor Registration (OCT 2003); 52.222-41, Service Contract Act of 1965 (NOV 2007); 52.222-42, Statement of Equivalent Hires for Federal Hires (MAY 1989). By submitting a quote in response to this RFP, the vendor warrants that any goods or services provided to the Gallery in satisfaction of this requirement are fit for the ordinary purposes for which they were designed, as well as the particular purpose(s) specified in the RFP, and any additional purposes as represented by the vendor. All responsible sources may submit a quotation by mail, FAX, or e-mail, which shall be considered by the Gallery.
