- This notice is issued solely for informational and planning purposes and does not constitute a solicitation. The U.S. Army Engineering and Support Center in Huntsville, Alabama (CEHNC) intends to solicit and award multiple indefinite delivery indefinite quantity (IDIQ) contracts for its Energy Savings Performance Contracts (ESPC) program. These contracts will be for acquiring the design, construction, and operation of energy savings projects under NAICS code 541330, Engineering Services, for Government installations or facilities throughout the Continental United States, Alaska, Hawaii, District of Columbia, and U.S. Territories and possessions in accordance with the National Energy Conservation Policy Act. These energy savings projects are needed to reduce energy and water consumption, achieve facility improvements, improve the quality of life for the soldier and ultimately reduce overall energy costs for the United States Government. Through the use of these contracts, the Government will be ableto place orders for the performance of services for the design, acquisition, installation, testing, operation, and where appropriate, maintenance and repair of an identified energy conservation measure or series of measures at one or more locations. Services provided by these contracts include: equipment/ system design; equipment/system installation; equipment/system testing; operations, maintenance and repair, etc., specifically, boiler and chiller improvements; utility monitoring control systems; heating, ventilation, and air conditioning (HVAC) equipment; lighting improvements; building envelope modifications; water and steam distribution systems; electric motors and drives; distributed power generation systems; renewable energy systems; energy/utility distribution systems; water and sewer systems; electricity peak shaving or load shifting; energy-related process improvements; etc. The Government intends to issue a draft solicitation no later than 29 April 2008 for industry review and comment. The Government will address questions/concerns about the program at an industry conference and will also give interested parties the opportunity to submit questions/comments on the draft solicitation via email until 15 May 2008. All questions/comments will be addressed by the Government on or before 2 June 2008. It is anticipated that the official solicitation will be posted on or about 1 July 2008. The Government will be hosting the ESPC Industry Day Conference on May 6, 2008 at the Holiday Inn Downtown at 401 Williams Avenue SW in Huntsville, Alabama 35801-5045. The conference will begin at 08:00 for registration with the actual presentations starting at 08:50. The conference will end at approximately 16:00. Pre-registration will be available after April 22, 2008 at http://hnd.usace.army.mil/espc/IndustryDay. All presentations, questions, and comments will be posted on this web site as soon as possible after the event.
