- Description
- The National Cancer Institute (NCI) plans to procure on a sole source basis, an upgrade of an Illumina Solexa Genome Analyzer to Genome Analyzer II and cluster, DNA and DGE RNA kits with Illumina Inc; 9885 Towne Centre Drive; San Diego, California 92121. This acquisition will be conducted under the procedures for acquiring commercial items as authorized in FAR Part 12 and under the authority to use simplified procedures for commercial items as provided in FAR 13. Only one award will be made as a result of this solicitation. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. This procurement will allow the NCI to study DNA/promoter interactions, analyze digital gene expression, and investigate genomic rearrangements on a single instrument at a resolution and information level never before possible. The salient characteristics apply to the Illumina Genome Analyzer Upgrade and relevant reagents that are necessary to dramatically increase the efficiency and throughput of our Genome Analyzer: -Increase sequence yield by 50% from 1.0 Gigabases to 1.5 Gigabases. -Allow a 28% faster run time reducing the time for run completing from 3.5 days to 2.5 days. -Integrated Primary Analysis and Reporting server hardware offering near real-time image registration, intensity extraction and base-calling -Includes a 2nd generation electronic controller board with error recovery -Allow temperature controlled sequencing cycles, which will significantly improve the integrity of late-cycle sequence data. Illumina Inc, is the only source known to the NCI that manufacturers the Genome Analyzer Upgrade and relevant reagents that is specifically designed for the existing Illumina Solexa Genome Analyzer. In addition, Illumina is the sole provider for installation of the hardware and reagents necessary for this significant improvement. Much of the instrumentation and reagent content related to the Genome Analyzer is proprietary and protected under patent rights and thereby is unavailable from other sources than the manufacturer. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 AM, Eastern Time on April 25, 2008. All questions must be in writing and can be faxed to 301-402-4513 or sent via email to holdcram@exchange.nih.gov. It is the vendors responsibility to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
