Description
The National Cancer Institute (NCI), Office of Marketing Research and Education (MRE), a part of the Office of Communications and Education (OCE), plans to procure on a sole source basis, the Cybercitizen Health and Taking the Pulse survey subscription service with Manhattan Research LLC; 27 West 24th Street; New York, New York 10010. The supplies and services herein are defined as commercial, as stated in FAR Part 12 and are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System code is 519120 and the business size standard is $6.5M. Only one award shall be made as a result of this solicitation. This is a firm fixed price type contract. The period of performance shall be for twelve (12) months from date of award with four (4), one (1) year option periods. The Office of Communications and Education (OCE) functions as the central communication center for all of NCI. As such, the OCE staff develops and manages communication programs, products, and events that (1) support NCI's leadership, mission, programs, and activities, (2) increase the public's understanding of NCI's role in the medical research field, and (3) strengthen the public's awareness of NCI's standing as a trusted, reliable source of health information, and (4) ensure a consistency, accuracy, and timeliness in NCI information and messages. The benefit of this contract will allow a central access point for the NCI which will provide online access to several specific, high quality research studies. Contractor shall provide direct service and 24/7 online access to updated data for Cybercitizen Health and Taking the Pulse through an online portal. In addition the contractor shall provide an oncologists specialists segmentation of the Taking the Pulse data. Manhattan Research LLC is the only source known to the NCI that offers the Cybercitizen Health and its extension, Taking the Pulse, which is a nationwide in-depth randomized health consumer survey through extended telephone interviews focusing on online health information users. It is essential that both services, focusing on the consumer and physician respectively, use the same survey methodology, in order to assure comparability and continuity. These strategic studies, providing analysis of the attitudes, behaviors and actions of practicing physicians and consumers in relation to their use of health information, are unique offerings from Manhattan Research LLC. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Contractor shall provide one (1) original and one (1) copy of the capability statement. Capability statements must be received in the contracting office by 11:00 AM ET on April 25, 2008. It is the contractor’s responsibility to ensure all questions have been received in the contracting office. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. No faxed or emailed capability statements will be accepted. In order to receive an award, contractors must be registered and have valid certifications in the Central Contractor Registration (CCR) and the Online Representations and Certification Application (ORCA).
