- Description
- This is a sources sought synopsis for acquisition planning purposes only. No formal solicitation for this work exists at this time. The Bureau of Reclamation, Lower Colorado Region, has a requirement for conservation work to be performed by conservators and conservation technicians on objects in the Hoover Dam collection. Conservation treatment for the majority of objects shall be performed in a lab setting, however, due to size, fragility, or location, a small number of objects must be treated on-site at Hoover Dam. The proposed contract will be fixed price type contract. This acquisition, when announced, will be conducted under the following North American Industry Classification System (NAICS) Code: 541990, small business size standard of $6.5M. The Bureau of Reclamation, Lower Colorado Region is seeking responsible sources having capabilities of performing paper and 3-D object conservation work. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. Capability statements are to be submitted not later than April 28, 2008. The capabilities package submitted should demonstrate the firm's experience and capability to perform the principal components of work listed above. Packages should include the following information: 1) Provide business name, address, business size and type (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. 2) Demonstrate the firm's experience by providing a list of projects completed where the work involved the conservation work performed on historical objects. Please describe in detail how the work performed met standards or requirements for the documentation and preservation of cultural resources. Describe the conservation training courses you have attended. Additionally, for each project listed, provide the following: dollar value of the job, the project name, project location, and the customer's contact name and phone number for the work completed. It is not required that the firm demonstrates experience in all the component types identified above to be considered capable. It is beneficial to the Bureau of Reclamation to know the levels of capabilities in the commercial marketplace. 3) Provide a detailed description of the type of work performed, including size of laboratory facility, and the type and capabilities of the equipment to be used in the conservation effort. Respondents are also invited to provide comments and suggestions related to the scope of work or pending solicitation. When it is determined that a formal solicitation will be issued, a pre-solicitation notice will be posted on Federal Business Opportunities web site at http://www.fbo.gov/.
