- The U.S. Fish and Wildlife Service, Portland, Oregon, has a requirement for post-fire stabilization monitoring on the Handford Reach National Monument Overlook Fire Area, Wahluke Unit, Grant and Franklin County, Washington. The Overlook Fire of July 2007, burned nearly 21,083 acres on the Hanford Reach National Monument. Stabilization and Rehabilitation measures are planned for spring of 2008 through September of 2010, targeting approximately 17,000 acres of the native habitats impacted by this fire. An effective monitoring program is necessary to assess the short-term success of restoration efforts and to detect effects of invasive species treatments and abatement of erosion processes. Contractor must be familiar with the vegetation types of the Hanford Reach National Monument in the Columbia Basin of Eastern Washington State. Successful contractor must possess prior demonstrated work experience in conducting vegetation surveys or inventories within the Pasco basin area. Documented experience in vegetation inventories and monitoring work on the Hanford site or Hanford Reach National Monument is preferred. Skills quantifying vegetation, soils, interpreting/communicating results, interpreting site conditions, and making potential management recommendations are desired. Documented knowledge of current inventory methodologies, plant community associations, past fire occurrences and their impacts to shrub-steppe vegetation is also desired. Proposed work will include 1) Monitoring survival of native shrub nursery stock; 2) Monitoring herbicide effectiveness; 3) Monitoring seeding effectiveness; 4) Monitoring vegetation trends; and 5) final reporting and deliverables. One firm-fixed price contract will be awarded from this requirement. This will be a "best value" procurement with award based on technical approach, past performance/organization, personnel qualifications/ experience and price. Evaluations factors as a whole are more important than price; however, between proposals that are evaluated as equal, price to the Government will be a major selection factor.
