Description
U.S. ARMY, PEO STRI intends to negotiate and award a sole source follow-on, IDIQ, Time and materials type contract (no solicitation will be posted) with Technologies Engineering Inc. 877 Baltimore Annapolis Blvd., Severna Park, MD 21146-4700, to maintain Starship II software configuration while simultaneously responding to the user community for modifications and enhancements. PEO STRI Program Manager for Instrumentation, Targets and Threat Simulators (PM-ITTS), Instrumentation Management Office (IMO) has a requirement for the development, participation in exercises and configuration management program, and installations while staying within a single software baseline. The specific requirements are to; 1) obtain configuration management and support to the Starship II Program, and 2) support FCS, C3Driver, InterTec Programs. Starship II provides test command and control (C2) software for distributed test or exercise environments. Starship II is designed to facilitate and automate the C2 functions of test planning, test execution, and test status reporting. Starship II provides an environment for the user to plan, generate planning documents, verify configuration, initialize, execute, synchronize, monitor, control, and report the status of any plannedor unplanned sequence of activities. Starship II is adaptable to different communications media (radio, secured radio, local area network, wide area network, Internet). Starship II is fully customizable to any problem domain and has templates for the testing and training communities. Starship II can be used to control, monitor, and display the status of live, virtual, or constructive instrumentation, models, and simulations. This procurement will be processed under the authority of FAR 6.302-1. Only one responsible source and no other sources will satisfy agency requirements. Contractors capable of meeting the requirements described above should contact the Contract Specialist by electronic mail at justin.woolsey@us.army.mil no later than 2:00 pm (ET) on 25 April 2008 indicating their capabilities. This submittal should not exceed (3) pages (not including cover letter & attachments). Your response should identify your company name, point of contact with contact information; indicate how youare capable of providing the services and provide a capabilities statement. Please identify your business size, and if you are (by the definitions in the FAR) any of the following: Small Business, 8(a) disadvantaged, disadvantaged, woman-owned, veteran-owned, service disable veteran owned or HUB Zone certified. This is not a request for proposal.
