Description
The FAA has an initial requirement to purchase 1,000 Smart Card Readers. The readers will be used for two-factor authentication into the Maintenance Data Terminal (MDT) laptops. The smartcard readers must meet the following criteria: 1. 8-pin connector (slide) 2. ISO7816 compliant3. PCMCIA (type II) -68 pin4. 1Mb per sec transfer rate5. Personal Computer Smart Card group [PC/SC] compatible6. Microsoft Windows XP host platform7. Protocol and parameter selection support8. Operates with fhe following Safeboot technology: (a) SafeBoot Disk Encryption v4.2.7 software (b) SafeBoot 8K STARCOS S2.1c smart cards This is an initial procurement and the possibility exists that the FAA may pursue subsequent and additional significant procurements of Smartcard readers (between 5,000 to 10,000 additional readers). Market research performed by the FAA leads the FAA to conclude that there appears to be only one commercial product that is currently commercially available and in use: Mako LT4000 PCMCIA Reader SC. The purpose of this announcement is to ascertain whether or not there are other commercially available smartcard readers that perform the functions noted above and meet the above-noted specifications. For those entities who consider that they have a smartcard reader that meets the above-noted criteria, and they would like the FAA to consider their reader, a response to this announcement is required. All responses must be received by COB May 2, 2008. The response must include the following: (1) Clear indication as to which of the above-noted requirements the "proposed" smartcard reader meets; (2) A description of the proposed smartcard reader including brand-name and product/part number; (3) A list of at least three customers that have purchased significant quantities of the proposed smartcard readers (including name of company, name of an individual and phone number to contact the named individual) The FAA is not interested in working with a company to "develop" a smartcard reader. Rather, the FAA is interested in purchasing existing technology that is currently commercially available and has been deployed with significant customers to substantiate and support a conclusion that the product is a proven and commercially viable product. Responses must be received on or before COB May 2, 2008. Should the FAA not receive any responses to this announcement, the FAA will pursue a procurement to purchase the brand name product noted above (Mako LT4000 PCMCIA Reader SC).
