- Description
- The National Park Service, Washington Support Office, Contracting Office, located in Lakewood, Colorado is seeking sources that can conduct a detailed study and assessment that will develop ecological indicators using available existing information sources to assess the condition of natural resources at Kalaupapa National Historical Park. The assessment will also identify anthropogenic and natural environmental threats or stressors to park natural resources, and offer recommendations for further studies to address information gaps or to more fully evaluate condition. Results of this assessment will be integrated into park and service-wide databases and will be used to guide Department of the Interior land health goal reporting as prescribed by the Government Performance and Results Act (GPRA) of 1993, and park planning efforts. The contractor is expected to utilize the following methods for conducting this assessment and study: A.Identify key ecological indicators pertaining to natural resource condition.B.Compile and assess Park, Regional, and Service-wide NPS data sources as well as USGS, NOAA, other Federal, State, Tribal, and private information sources for watershed, water quality, land use, and biological monitoring data and information relevant to the ecological indicators selected.C.Summarize existing information, drawing conclusions with regard to such factors as type and extent of natural resources existing within the park, ecological condition of those resources, degree of knowledge about influencing factors, important physical processes (e.g., oceanographic circulation, groundwater discharge/subsurface hydrology, or land-based and geologic processes), extent of watershed boundaries, amount and effect of resource use, and major threats or stressors.D.Develop a report of findings for the park that summarizes 1) condition/ecological status of marine, estuarine, freshwater, and terrestrial resources at the park 2) existing or emerging threats or stressors. 3. important information gaps about critical natural resource health issues. 4. recommendations for future studies that address additional information needs with regard to the condition of Park natural resources, known threats and unacceptable conditions.E.The contractor will also work to develop a GIS data base and will: 1.Develop familiarity with the NPS-provided GIS databases that contain basic park thematic coverages and data layers (e.g. park boundary, management zones, DOI land type delineations, hydrography, and resource inventory dataset layers). 2.Assemble geospatial data layers that provide an integrated measure of current park resource conditions relative to NPS Vital Signs indicators or other relevant indicators of resource condition.3.Develop additional geospatial data layers that depict park areas influenced by one or more resource threats or stressors by interpreting the presence or absence of threats and their effects.F.Clearly acknowledge NPS in any published material produced from this contract. A detailed final report and presentation of results will accompany this assessment and study effort. It is anticipated a firm fixed price contract will result from the solicitation with delivery of final products by January, 2010. Capabilities and specific experience in completing ecological assessments, extracting and interpreting information from datasets, working at Kalaupapa National Historic Park, GIS skills/capabilities, and interdisciplinary expertise (marine, terrestrial, and freshwater ecology) is essential to this requirement.
