Description
The U.S. Army Corps of Engineers, Philadelphia District intends to solicit and award under the authority of FAR 12 and 13 for a commercial procurement. The contractor is required to provide all labor and materials for anti-terrorism training services and facilities in accordance with the scope of work and schedule provided within the Request for Quote (RFQ). This procurement is for professional instructors, training facilities and services. The intent of the training is to enhance the attendees' overall terrorism and force Protection Awareness posture to increase their overall ability to prevent, respond to, and deter terrorism activity. The training will consist of lectures, classroom training and hands on training. Practical hands-on training will be required for defensive driving, firearms, marksmanship, and surveillance detection. The attendees will be made up of U.S. Army, other U.S. Military Services, the Department of Defense and other Federal Agency personnel considered at high risk relative to their official travel. The contractor shall provide fourteen (14) classes per year consisting of approximately twenty four (24) students per class. A Request for Quote will be issued on or about 9 April 2008 and the closing date for receipt of quote will be 15 May 2008. The intent is to issue a firm fixed price purchase order (for a twelve (12) month base period plus four (4) one year option periods) to a firm who presents the best value to the government. There will be three (3) technical factors: Training Facilities Requirements, Location and Personnel Qualifications. The government will award a contract resulting from the solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The FedTeds system does not allow for offerors to perform a search for solicitation data. All searches can be performed through the FedBizzOpps system. Contractors must register on the Internet and download the solicitation package and all amendments from the following address: https://www.fedteds.gov on or after the issue date of the solicitation. This procurement is restricted for small business. The NAICS code is 611430, SIC 8299 with a size standard of $6.5 million.
