- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice and in accordance with FAR 13.5. Solicitation number SPM4A0-08-Q-0357, quantity 6000 GL, destination: W31G1Y, Anniston Depot, AL) is solicited on an unrestricted basis for NSN 9150-01-539-8567, Lubricating Oil, Engine, I/A/W SPEC NR MIL-PRF-21260E, AMEND NR TYPE NUMBER: M21260-BULK-15W40. QPL APPLIES. BULK IN GALLONS. Exception is taken to MIL-PRF-21260E, dated 31 July 1998: 1., Table I (Finished Oil Properties, Flash Point degrees C min): change from 215 degrees C to 205 degrees C. 2.,, Paragraph 4.1.2 (Conformance): Add the following: Contractor to perform Noak test on the first lot/batch of a contract and to provide copies of the test to both the Contract Administrator and to: Luis A. Villahermosa, Fuels and Lubricants Technology Team, 6501 E. 11 Mile Road, AMSRD-TAR-D/MS110, Warren, MI 48397-5000, Ph: 586-574-4207, fax: 586-574-4244. Quality Assurance: From the first production lot or batch of this contract, the Contractor shall select two one-gallon samples and forward the samples with the contractor's lot analysis to the address as indicated below. The samples and lot analysis shall be forwarded within four days after packaging of the lot has been completed. The sample and lot analysis shall be packaged, packed, marked and shipped at the contractor's expense to: U.S. Army General Material & Petroleum Activity, ATTN: AMSTA-LC-CJPT Building 85-3, U Avenue, New Cumberland, PA 17070-5008. TECH DATA AVAILABILITY: NOTICE: MSDS AND OSHA HAZARD WARNING LABEL ARE REQUIRED. THE MSDS AND HAZARD WARNING LABEL MUST BE REVIEWED AND APPROVED BY TECHNICAL PERSONNEL BEFORE CONTRACT AWARD. THE APPROVED MSDS AND LABEL MUST THEN BE PLACED ON THE CONTRACT FILE AND A COPY FORWARDED TO THE DSCR HMIRS OFFICE (DSCR-VBA). QUALIFICATION: PRODUCTS QUALIFIED AND LISTED ON THE QUALIFIED PRODUCTS LIST FOR SAE J2361 ARE ALSO QUALIFIED FOR MIL-PRF-21260. I/A/W QAP 13873 QAP-103 REFNO AMEND NR A DTD 04/14/04 TYPE NUMBER. The quantity variance is plus/minimum 5 (five) percent. FOB Point is Destination. Material inspection and acceptance is at Destination. The required delivery is 45 days after receipt of order or sooner. Automated Best Value System (ABVS) applies. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. The solicitation issue date is April 17, 2008. The solicitation close date is April 25, 2008.
