Description
The Marine Corps Air Station, Cherry Point, NC has a requirement for vibratory de-burring and finishing machines. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number M00146-08-T-N103 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24 and Defense Acquisition Circular 98-97. This acquisition is 100 percent set-aside for small business. The North American Industry Classification System code is 333999, with a small business size standard of 500 employees. This requirement is for a firm fixed priced contract, brand name or equal, for the following item: Item 0001, 2 each vibratory finishing and deburring systems. BRAND NAME OR EQUAL PURCHASE DESCRIPTION 1. SCOPE: Purchase of two (2) Vibratory De-burring and Finishing Machines. Removal and installation of existing machines located in Shop 93201 FRC East Cherry Point NC. Supply all labor and equipment for a “turn key” install. BRAND NAME DESIGNATION: Giant Finishing Model GB-10, Spiral Bowl with Internal Separation Vibratory De-burring and Finishing. CATALOG IDENTITY: Model GB-10 Vibratory De-burring and Finishing Machine Manufactured by: BRAND NAME DESCRIPTION / ESSENTIAL CHARACTERISTICS: Cubic Feet Process Cap. 10cf min Horsepower 5hp min Load Capacity 1500 lbs min Lining Thickness 1 inch min Bowl Diameter 65 inch min Channel Width 13 inch min Channel Depth 14 inch min Load Height 46 inch min Floor Space 31sf max Unload Height 39 inch min Heavy Duty Bowl and base Timer Control Automatic lubrication system 4.1 Electrical Requirements: 480volts 60Hz 3ph. 4.2 Acceptance: The equipment in this specification shall be tested at the factory prior to shipment. Upon completion of the installation, the contractor shall provide a qualified field service technician for inspection, system start up, final acceptance, and familiarization training on the equipment in our facility. The Government will approve the final acceptance of the equipment. Delivery: System shall be delivered NLT 14 weeks after receipt of order. Installation: This equipment shall be a “turn key” installation. Contractor shall supply all labor and equipment to remove and transport two existing vibratory machine located in Shop 93201 to the DRMO wash berm behind Bldg.133, Cherry Point NC. All hazardous material will be removed from existing machine by the Government. The Contractor shall contact HazMat no later than 24 hours before moving the equipment. The Contractor shall supply all labor, materials and equipment to install one new vibratory machine. The Contractor shall remove all refuse created by the installation and dispose of it according to state and local laws. The Contractor shall connect the new machine to the existing 480V bus plug and water settling tank anchoring the unit to the floor per manufacturer’s specifications. The equipment shall operate as intended by the manufacturer after install. Documentation shall include at a minimum, Operations, Installation, Maintenance, Preventive Maintenance, Lockout/Tagout Procedures, Illustrated Parts Break Down, Recommended Spare Parts List, Vendors Literature, Mechanical Design Drawings, and Electrical/Electronic Schematics. All technical data furnished shall be written in the English language. All manuals shall be shipped with the equipment. 4.6 Warranty: Equipment shall be covered with a (1) one-year standard manufacturers warranty with no hourly limit, once acceptance is completed by the government. 4.7 Control of Hazardous Energy (Lockout/Tagout): A single point disconnect for lockout/tagout shall be provided for the system. A written procedure for locking out all energy sources shall be provided in accordance with 29CFR1910.147. Contact Kimberly Garner 252-464-8463 for formatting to FRC East requirements. 4.8 Safety and Health requirements: All parts, components, mechanisms, and assemblies furnished on the machine, whether or not specifically required herein, shall conform to all requirements of OSHA 29 CFR 1910. Covers, guards, or other safety devices normally furnished as standard on the manufacturer’s commercial machine supplied to the commercial market shall be provided for the point of operation and all other parts of the machine that present safety hazards. Additional safety and health requirements shall be as specified herein. All special guarding shall meet OSHA 29 CFR 1910. All guards shall allow access to the guarded part(s). As per OSHA 29 CFR 1910.212 all machines shall be anchored to the foundation unless agreed to between the manufacturer and the safety office that this would impair the capabilities of the grinder. All electrical equipment shall conform to NEMA standards for the designated equipment. 4.9 Human Engineering: The machine shall be ergonomically designed as to reduce/eliminate injury to the operator while performing the task. All points of operation shall be easily accessible to the operator with minimal motion. There shall be no overextending conditions as to loading and unloading of work pieces that might cause back injury. The system shall be designed and manufactured to minimize the possibility of human error or injury and to ensure human/machine compatibility. Adequate access to support maintenance functions and maintenance personnel/equipment clearance to perform maintenance actions shall be provided as part of the installation. The delivery requirements are FOB destination. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offers - Commercial Items (SEPT 2006).
