Description
The National Highway Traffic Safety Administration (NHTSA) intends to award a 12 month sole source contract to Dynamic Research, Inc. (DRI) of Torrance, CA. The purpose of this Award is to assure that NTHSA has the ability to conduct dynamic rollover testing throughout the year for the New Car Assessment Program. This requires that NHTSA have a contract with a company with a test facility that both matches the specifications required for the testing involved and that is located in a climate that will minimize delays in testing due to weather. NHTSA knows of no other concern that can perform the required Fishhook Maneuver Test Procedure, as described in the attached Final Policy Statement (68 FR 59250), and that is located in a temperate climate that allows for year round testing. Dynamic rollover testing has been successfully conducted at the Transportation Research Center (TRC) in East Liberty, Ohio. However, the weather there each year brings testing to a near standstill during the winter months. Therefore, for NHTSA to fulfill the Transportation Recall Enhancement, Accountability, and Documentation (TREAD) Act requirement for a dynamic rollover test and the SAFETEA-LU "Stars on Cars" requirement that all new cars be labeled with safety information including rollover information, a facility in a warm climate is required to minimize weather related delays in NHTSA's dynamic rollover testing and to ensure that consumer safety information based on that testing is promptly available. NHTSA anticipates 40 to 50 light duty vehicles will be dynamically rollover tested annually with the rollover safety ratings derived from that testing posted on the vehicles' Monroney label (new vehicle price sticker) and on the NHTSA website WWW.SAFERCAR.GOV once testing is completed. In accordance with FAR 13.106-1(b), the Government intends to solicit only one source. Interested concerns that feel they have the necessary capabilities to conduct the required dynamic rollover testing in accordance with the Final Policy Statement (68 FR 59250), are located in an area whose weather allows for testing throughout the year, and have a vehicle dynamics area (VDA) whose pavement matches the pavement specifications in 68 FR 59250, are encouraged to submit a capabilities statement speaking to these three points. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. NO SOLICITATION IS AVAILABLE ; therefore, requests for such documents will be considered invalid responses. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses are received within 15 calendar days from the date of this synopsis, the Contracting Officer will proceed with a negotiated award to DRI.
