Description
Description : Part of the Radiological Contingency Planning (RCP) for the MSL launch is the execution of training, tabletop, and pre-launch drill for a scenario involving a launch anomaly. SME shall provide evaluation of the Tabletop Exercise and pre-Launch Drill associated with NNSA’s support of the Radiological Contingency Planning (RCP) for the September 15, 2009 launch of the Mars Science Laboratory (MSL). This work includes the production of the Lessons Learned Report for each event (Tabletop and Drill) to be presented and briefed to the interagency community. The SME shall prepare the training program and conduct the training for the evaluator staff and controller staff associated with each event. The SME shall also assist with the planning documentation for NE-34 (for NASA) on the Tabletop and pre-Launch Drill to assist NASA prepare for the September 15, 2009 launch of the Mars Science Laboratory (MSL). SME will prepare a Lessons Learned report for distribution to the interagency federal, state, and local government communities. Project scope : SME will conduct the evaluation of the Mars Science Laboratory (MSL) Launch Tabletop Exercise and MSL pre-Launch Drill. SME is responsible for preparing a detailed Lesson Learned Report. SME will support development of a concept for the Launch Radiological Contingency Planning Tabletop and pre-Launch Drill. The SME will assist the responsible NSTec leads in planning for and preparation of material and handouts for these exercise events. The SME will prepare training packages for the exercise controllers and evaluators. The content of the exercise planning documents will be presented to program managers at NNSA NE-34 in Washington DC. Work scope includes: 1. Prepare training (plan) for Controllers for MSL Tabletop and for MSL pre-launch Drill. 2. Prepare training (plan) for Evaluators for MSL Tabletop and for MSL pre-Launch Drill. 3. Review, advise, and consult on other MSL Tabletop / pre-Launch Drill Planning Documentation. 4. Act as Evaluator for and conduct Evaluation of the MSL Tabletop and MSL Drill. 5. Prepare Lesson Learned Report and provide out-briefing on Lessons Learned at conclusion of Tabletop and Drill. Labor and Travel is involved to provide support to Remote Sensing Laboratory in planning and evaluating activities associated with MSL Tabletop and pre-Launch Drill. Will not involve contact work or exposure to radioactive materials. Work consists of paperwork, document preparation, briefings, and meetings. Deliverables : Provide Training Plan for MSL RCP Tabletop controllers and evaluators (February 1, 2009) Provide Evaluation of MSL RCP Tabletop (February 2, 3, 4, 5, and 6, 2009) Provide Lessons Learned Report for MSL RCP Tabletop– report format to be at description of participants. Provide Training Plan for MSL RCP pre-Launch Drill controllers and evaluators (September 1, 2009) Provide Evaluation of MSL RCP pre-Launch Drill (September 7, 2009) Provide Lessons Learned Report for MSL RCP pre-Launch Drill– report format to be at description of participants. Period of performance : Work shall begin on 1 October 2008 and shall be completed by 30 September 2009. Minimum Requirements: Must possess current certification by a federal department or agency as an exercise evaluator. Must have credentials (certification) from DOE, FEMA, or DHS for planning, supporting, and evaluating national exercises Must possess current certification by a government or international agency as instructor in areas of radiological accidents or response. Must have extensive experience in teaching in this area, such as at the radiological accident assessment course in FEMA’s Emergency Management Institute, Emmitsburg, MD, or equivalent. Requirements include extensive experience in the preparation of training, drills, and exercises for the federal government. Because of the nature of the radiological problem, the SME must possess a graduate degree in the sciences. Must also possess certification as a health physicist with extensive experience in radiological plume dispersion modeling and off-site consequence assessment. Must have extensive knowledge and experience in the areas of radiological monitoring, data acquisition, and assessment of radiological data. Must have familiarity with the radioanalytical laboratory methodologies and analysis techniques, particularly related to determining contamination levels in the public domain, including water, flora and fauna. Must be skilled in sample collection methodologies to be able to characterize the off-site consequences of radiological emergencies on the public, the environment in which they function. The number of documents and publications prepared that go to the interagency federal, state, and local government communities require that they have an extensive publication record in the peer review journals in the areas of radiological accidents, response, monitoring, laboratory analysis, analytical techniques, assessment, consequence management, mitigation, or health physics. Must have participated in prior tabletops and exercise evaluation for NASA and for NNSA or similar agencies. Required qualifications also include participation in the planning or control of a tabletop exercise, drill, exercise, or a leadership role in actual response to event involving NASA launch anomalies. Must have experience and knowledge of radiological response planning, organizations, and processes of NASA and of NNSA or similar agencies. Interested parties must demonstrate that they have minimum 3 years experince in the above reqquirements.
