- ***NOAA's Acquisition & Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Droplet Measurement Technologies, Inc. Boulder, CO for a new single-particle soot photometer for detection of single-particles containing black-carbon. The new instrument must be able to detect individual black carbon amounts in aerosols in amounts equivalent to particle diameters of 90-600 nm. In addition, the instrument must be able to detect the coating state and coating amount of individual black carbon particles for particles in the above size range. In addition, the new instrument must be fully compatible with existing black-carbon detection systems (e.g., hardware components and software) from Droplet Measurement Technologies, Inc., currently in use in NOAA/ESRL/CSD. Only Droplet Measurement Technologies, Inc. offers an instrument (the Single-Particle Soot Photometer (SP2)) that meets these performance specifications. The instrument must also comply with certificated aircraft specifications for operation on board NCAR research aircraft. The system shall include: Single-Particle Soot Photometer (SP2) analyzer with rack-mount chassis, Series I collection optics, volume flow control for purge and sheath flow, avalanche photodiode for scattering channel, PMT detectors for two incandescence channels, two-quadrant detector for leading-edge detector, and sample pump. It includes computer data system with standard interface cards for operation of SP2. NOAA/ESRL/CSD operates an SP2 system on board the NOAA WP-3D and NASA WB-57F research aircraft. The new SP2 will be used to support expanded aircraft operations on the NCAR GV HAIPER research aircraft, to make measurements in the laboratory and ground-based atmospheric sampling sites, and to serve as a backup system and spare parts for failure of the current airborne system ***The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) requirement for the SP2 system for which Droplet Measurement Technologies, Inc., is the developer, and also holds the patent rights for the SP2. No other commercial source currently provides an instrument that detects single-particle black-carbon amounts that is compatible with existing SP2 system hardware. Thus, a single-particle soot detector that has hardware components compatible with the SP2 is only available from Droplet Measurement Technologies, Inc. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
