- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA), on behalf of the National Institute of Arthritis and Musculoskeletal and Skin Diseases intents to negotiate and award a purchase order on a noncompetitive basis to INVITROGEN CORPORATION, 1600 FARADAY AVENUE, CARLSBAD, CA 92008-7313 for a specific level of US HEAT INACTIVATED FETAL BOVINE SERUM(FBS) to maintain in continuity of cell proliferation and differentiation induction. The Cartilage Biology and Orthothopedics Branch (CBOB) requires FBS in order to continue on going testing of assays for cell proliferation and differentiation of mesenchymal, hMSCs, osteoblast and chondrocyte for expansion of cells of current protocol. This research is an integral and critical to our research into the underlying molecular mechanisms and characterization of cartilage and bone biological processes. The title of the research mission is IRM#100114, “Research on Bone Marrow Derived Mesenchymal Progenitor Cells, with Potential for Differentiation into Chondrocytes and Chonderocyte Precursors, for Tissue Engineering Applications” – George Washington University & Medical Center, Washington, D.C. Description: US HI FBS 1000ml lot# 16431876s2, catalog# 16140089 The period of performance: Twelve Months from date of award This sole source acquisition therefore is justified under the authority contained in 41 U. S.C. 253 © (1) and FAR 6.302-1 (a) (2), states that: “When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirement full and competition need not be provided for.” The North American Industry Classification (NAICS) Code is 325414 and the Size Standard is 500. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. All responsible sources may submit a quotation.
