Description
I. DESCRIPTION: The U.S. Army Corps of Engineer (COE) Transatlantic Program Center intends to solicit names of construction firms or joint ventures experienced in working in the Middle East region who are interested in submitting a firm-fixed price offer for this project. To be considered a construction firm, the firm must perform construction as a significant portion of its business. This project will cover the construction of Containerized Housing Units. The NAICS code for this procurement is 236220. The estimated cost of construction is more than $10,000,000. II. PROJECT INFORMATION: The work will consist of design and construct of two Life Support Area (LSA) to provide housing support to 2,000 and 4,000 troops. Containerized Housing Units (CHU) shall be of standard shipping container fabrication, 8' x 40', and sleep four people each. The units will be pre-wired, stackable, handled by standard shipping container equipment, and easily relocate-able. Latrine and shower facilities will contain potable, non-potable, gray water, and black water storage and distribution systems. Project includes site preparation, power generation, water and electric utilities, force protection measures, and all other work necessary to provide an all-inclusive LSA. The project location is at Camp Delta/Al Kut Air Base, Iraq. Contract duration for this project is 365 calendar days. The estimated cost of this design/build construction is more than $10,000,000. III. SELECTION CRITERIA: This requirement will be firm-fixed price design-build contract. The best value trade-off procurement approach will be utilized. The evaluation criteria will consist of pricing and non-pricing (technical) consideration. Award of a contract will be made to the responsible offeror whose proposal offers the best overall value to the Government. Both pricing and non-pricing have approximately equal weight. Price will be evaluated on the basis of the completeness and reasonableness. Completeness is defined as the degree to which an offeror has priced all aspects of the work to be performed as defined by the government furnished proposal schedule and cost breakdown sheet. Reasonableness is when an offerors proposed prices compare favorably against the Independent Government Estimate as well as against the proposed prices submitted by the other offerors. IV. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work should send a written request to receive the solicitation (tender) to Mr. Robert E. Williams, U.S. Army Corps of Engineers, Transatlantic Program Center, either by mail at PO Box 2250, Winchester, VA 22604 or fax to 540-665-4985 or email to robert.e.williams@usace.army.mil. Telephone request will not be accepted. The request should state the name of the company, mailing and shipping addresses of the firm, telephone and fax numbers, point of contacts, e-mail address (if available) and should reference solicitation number. The solicitation (tender) should be available on or about 5 May 2008. A website link will be provided to access the solicitation and or plan specification and drawings. Tentative contract award date is 01 July 2008. In accordance with the requirements stated above, all responsible sources may submit a proposal for consideration.
