- The National Institute of Standards and Technology (NIST), Gaithersburg, Maryland intends to solicit offers in response to Solicitation Number SB1341-08-RQ-0227. The requirement calls for the contractor to provide services to organize and plan the U.S.-Side participation in the technical meeting; site visits that following the meeting, and preparation of U.S.-Side materials for inclusion in the proceedings of the technical meeting for publication. The Contractor shall also provide support in drafting the NIST Building and Fire Research Laboratory’s (BFRL’s) Strategic Plan. This plan shall be approximately 10 pages, and will be used to succinctly communicate the BFRL strategic plan to BFRL staff. This will enable staff to develop a shared understanding of the BFRL strategic plan and align their research with BFRL’s strategic priorities. The resulting firm-fixed-price purchase order will be for five (5) months. This requirement will be issued as a commercial service prepared in accordance with FAR Parts 12 and 13 without discussions. The North American Industry Classification System (NAICS) code is 541990 (All Other Professional, Scientific and Technical Services) with a Small Business Size Standard of $6.5M. This solicitation is set-aside exclusively for small business concerns. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-24. All interested Offerors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov. Interested contractors are invited to provide an electronic response to be received no later than Wednesday, April 23, 2008; 03:00:00 P.M. Eastern Standard Time via electronic mail at Myrsonia.Lutz@nist.gov. If the Offeror choose to mail the offer, a written original and two hard copies are to follow and shall be addressed to Myrsonia Lutz, Contract Specialist, National Institute of Standards and Technology, 100 Bureau Drive, Mail Stop 1640, Gaithersburg, Maryland 20899-1640. Offerors must submit a complete response, and received no later than Wednesday, April 23, 2008; 03:00:00 P.M. Eastern Standard. Responses that are not substantially complete will be returned. Offers of partial performance shall be rejected. An original and four copies shall be submitted as well as an electronic version in MS Word or Adobe Acrobat. The electronic version shall be in the form of an e-mail with attachments. A one-page quotation signed by an authorized negotiator committing the organization shall be submitted. Each response shall be submitted on 8 1/2-inch x 11-inch paper, in a commercially standard font, not smaller than a size 12 font. The response shall be secured by simple stapling and shall not contain elaborate binding. Each page in the response shall be separately numbered. A page of paper printed on both sides is considered two pages. The quote shall include the letter of transmittal, shall be limited to eight (8) single sided pages. Award shall be made to the responsive contractor that offers the best value to the Government. The Government shall not be liable for any costs incurred in response to this request. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. It is the responsibility of the quotter to confirm NIST's receipt of quote. The solicitation package will be made available to interested parties immediately.
