- This is market research only. There will be no compensation to concerns for preparing information necessary for this market research. The 38EIG/PKE at Tinker AFB, OK, in support of Air Force Network Operations (AFNETOPS); is in the process of validating the acquisition strategy for a requirement to perform Enterprise Network Services (ENSA). North American Industrial Classification System Code (NAICS) 541513, Computer Facilities Management Services is applicable to this effort, which has a small business threshold of $23 million. This acquisition effort will be to provide AFNETOPS, Enterprise Network Services, This acquisition effort provides global network operations support and services (classified & unclassified) to Air Force Network Operations (AFNetOps) organizations, specifically, Integrated Network Operations & Security Centers (I-NOSC) and associated detachments, Enterprise Service Units (ESU), and Area Processing Centers (APCs). The expected customer base is estimated at over 900,000 across the entire Air Force. Skills and contractor presence required will vary from site-to-site over time. Some of the support and services provided effecting the AF Enterprise customer base will be Email, Server and Storage Area Network Administration, Security Boundary Administration, Print Management, Configuration/Release Management (i.e. Security/Patch Administration, etc), Mobile/Remote User Services Support and Administration, Network Infrastructure Management and Administration, Certification and Accreditation (i.e. Security Scanning, etc), Directory Services, and Event Management. The contractor should possess reach back capabilities for any expertise that may not be immediately available onsite and the ability to surge in times of crisis. The projected operational locations at this time are worldwide and include: Langley AFB, Peterson AFB, Randolph AFB, Scott AFB, Wright-Patterson AFB, Hickam AFB, Ramstein AB, Gunter AFS, and potentially, Robins AFB. The contractor should be able to document similar work on previous tasks of this scope when responding. The Government is requesting a capability statement that must be clear, concise, and complete. Please submit to the Contracting Officer as soon as possible, but not later than 2 May 2008. Please limit the capability package to 20 pages. Your statement of capabilities must include, as a minimum, the following items: 1) Contract references for the past five years relevant to the requirement to include: contract number, agency supported, whether or not you were a prime or subcontractor, period of performance, original contract value, final or current contract value, technical monitor and phone/fax number, POC with current phone/fax number, and a brief description of the effort. Please address your capabilities to perform in technical terms. These references can include commercial (non-Government) references. 2) Company profile: number of employees, annual sales history, locations, security clearances, CAGE code and DUNS number (if available). Please identify whether you are registered in the Central Contractor Registration (CCR.gov), whether you are in the Small Business Program and if you are an awardee on an existing multi-award type contract, such as GSA, VETS, or other Agency Wide Contract. The Government requests all technical questions and comments regarding the technical aspect of the requirement. Please submit all questions prior to 25 April 2008. •a) If you are in the Small Business program, you are encouraged to submit a capability statement via the attached Small Business Capability Assessment / Questionnaire. The Small Business Capability Assessment / Questionnaire is designed to provide information regarding a firm's capability and eligibility. Upon receipt of capabilities packages, and completion of analysis of potential offerors, the acquisition strategy will be determined. The Government plans to release an RFP for this requirement on or about 9 May 2008. Please note this is an estimated date and it is the responsibility of interested concerns to monitor FedBizOpps for all subsequent postings. All documents associated with the projected requirement will be posted on the FedBizOpps website, www.fbo.gov. Please submit your responses via email by 4:00 P/M CST, Friday, 02 May 2008. The Government will provide email confirmation of receipt of your responses.
