Description
This is a combined synopsis/solicitation for commercial items prepared under the authority of FAR 13.5, Test Program for Certain Commercial Items and in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The NAICS codes for this action are 541990, 561612 and 812910. The combined synopsis/solicitation number is W91CRB-08-R-0059 Requirement is to develop and provide canine and handler training for 6 off-lead explosive detection teams, canine and handler training for 6 dual-purpose explosive detection and patrol teams, and training for 1 master trainer by June 30, 2008. The training will need to commence no later than May 12, 2008. Two contracted Master Trainers will also need to be supplied by the contractor to deploy in theater with the teams. Each contracted Master Trainer shall deploy for a maximum of 90 days, for a total maximum deployment time of 180 days. The Government will determine the actual length of each contractor deployment trip. Each contractor trainer shall provide subject matter expertise and training in theater as necessary to augment deployed canine / handler team operations. All canines, contracted Master Trainers and associated equipment must be in place NLT one week from commencement of contract. The canine / handler course for the off lead explosive detection canine teams shall be no shorter than a 4-week course, the canine/handler course for the explosive detection/patrol teams shall be no shorter than an 6-week course and the Master Trainer course shall be no shorter than a 9-week course. The courses shall each have 6 canine/handlers. The contractor shall provide these goods and services in support of the Office of the Provost Marshal General (OPMG) for this effort for one year. To accommodate the demand and to ensure the quality of instruction the U.S. Army OPMG has determined the need to develop training for non-military police officers through the use of a qualified civilian contractor. The objective of this effort is to provide a canine/handler team capability to counter the increased threat of enemy and terrorist forces using Improvised Explosive Devices (IED), direct and indirect fire and sniper attacks. The contractor shall provide a total of six (6) trained Explosive Detector dogs and six (6) Explosive Detector/Patrol dogs of which all twelve (12) dogs shall become property of the U.S. Government upon completion of training. An option of four (4) dogs shall be held in reserve at the contractors facility. Once option is exercised, if anytime after completion of training (during the period of performance) a dog is deemed unfit for duty (as determined by the COTR), the COR may direct the contractor to provide a reserve dog to replace it. Each canine shall follow the rules and regulations in Army Regulation 190-12. The contractor shall provide all associated training aids for use during the training. The contractor shall determine which training aids or tools will be needed by handlers for actual operational use, and the contractor shall provide those training aids or tools to the Government so that they may become Government property. The contractor must be BATFE certified. The Government will supply all canine handlers and canine Master Trainers to attend the courses. The contractor must be able to house all students as well as canines on site. The contractor shall provide training support to include a combination of platform instruction and hands-on training exercises. The contractor shall develop lesson plans which follow the POIs and provide to the Contracting Officer Representative (COR) no later than no later than 10 days after contract award. The contractor shall review and revise existing Training Support Packages (TSP) and identify deficiencies in the training materials. Revisions should be submitted to the Contracting Officer Representative (COR) as needed. The contractor must also be capable of providing training expertise (for both types of dogs and kennel master / master trainer) at the Government pre-deployment training center Yuma Proving Grounds (YPG). Contractor shall provide subject matter experts (SMEs) who will conduct refresher training provide insight into special dog handling techniques as each training situation dictates. The course shall have a duration of no longer than (2) weeks to match the training event duration. Class size will be (13) students (6) from the Single-Purpose dog, (6) from the Dual-Purpose dog and (1) from the Kennel Master / Master Trainer course. The contractor shall be prepared to conduct (3) separate two-week classes or one (1) two-week class with all 13 students. The contractor shall be prepared to conduct this SME training at YPG with commencement at a date and time agreed upon between the contractor and COTR. The contractor shall be required to provide billeting, life support, and travel for all contractor personnel while on site at YPG. The contractor must be able to supply all appropriate equipment for both canine and handlers (ie. Leads, collars, kennels) which will become Government property. The contractor must be able to supply medical records of canines in accordance of DoD policies. The contractor must submit attributable resumes of proposed trainers. The contractor must propose firm fixed-prices, breaking down the costs of the development of the training courses as well as the actual training of the canines and handlers. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at 52.212-2 Evaluation Commercial Items applies to this acquisition. The Contracting Officer shall make a best value award decision based on the following evaluation factors: Price, past performance and delivery schedule.
