Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W912L2-08-T-0015 is being issued as a Request for Quotation. This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-23. The associated NAICS codes is 238990, small business size $13M. COMMERCIAL ITEM DESCRIPTION: The USPFO for Arizona has a requirement for the rental of a well drilling rig along with an operator. Dates are from 6/7/08 thru 6/21/08. The drill location is at the Barry M. Goldwater Range outside of Yuma, Arizona, and is predominately sand. Scope. These specifications inform all interested parties about the equipment and materials needed and the nature of the work required to successfully complete installation of the following: Twenty (20) foot deep 24 inch diameter borehole for 16 inch diameter steel surface casing. Six hundred sixty (660) foot deep 14 inch diameter borehole for 6 inch PVC well casing and screens. Boreholes will be completed using the direct-circulation rotary drilling method using either top-head or table driven equipment. Personnel and Drilling Equipment. The contractor shall supply capable and experienced personnel and suitable direct-circulation rotary drilling equipment to perform this work. Each quote shall furnish the following equipment (as a minimum): CLIN 0001. Drilling machine capable of completing the well as specified above. $______________ Auxiliary mud pump and appurtenant power, hoses and fittings required to connect to the integral mud pump on the drilling machine. Desander, trash pump and appurtenant hoses and fittings required to implement the desander into the drilling fluid process. Air compressor (integral with drilling machine or auxiliary) capable of developing the well after casing installation. This compressor shall be rated at a minimum of 750 scfm. All hoses, fittings and appurtenances shall be provided with this compressor to attach the discharge of the compressor to the drill string for air-lift development. CLIN 0002. Well drilling operator/supervisor. Qualified and capable personnel. Duty hours will be from 6:00 a.m. to 6:00 p.m., minimum 6 days per week. Additional night time hours may be required. Quote this item to show operator rate inclusive of per diem, lodging and pay for the 15 day period. Also include the hourly rate and the daily per diem for a fifteen (15) day period. The Army National Guard desires to operate the equipment throughout the mission with the guidance and assistance of the operator/supervisor. $________________. CLIN0003. Mobilization and demobilization of equipment $________________. CLIN0004. Preconstruction site visit $___ ____________. The contractor shall also supply replacement parts and any tools required to maintain/rebuild equipment on the drilling machine that may fail during drilling operations (i.e. mud pump: sleeves, gaskets, rods, packings, drive chains, valves, etc.). The contractor shall have on hand one spare hose of the following types: mud pump suction hose (Qty: 2) and mud pump discharge (Kelly) hose (Qty: 1). 24 hour protection of the equipment will be provided by the Border Patrol. An on-site pre-construction meeting will be coordinated with the 247th WELL DRILLERS and contractor once award is made. All quotes shall show the type, make and model of the well drilling rig that you will furnish and that you have the ability to deliver by the required date. Failure to do so may result in no further consideration given to your quote.
