- Title Technical assistance for the review of material related to design, construction, and operation of a liquid homogeneous reactor. Sources Sought Synopsis This is a sources sought synopsis. This is not a Request for Proposals. The NRC is conducting a market survey and analysis to determine the range of available contractors that exists and assess their capabilities to assist the NRC with project work described below. The NRC does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. The purpose of this announcement is to provide potential sources the opportunity to submit information regarding their capabilities to perform work for the NRC free of conflict of interest (COI). For information on NRC COI regulations, visit NRC Acquisition Regulation Subpart 2009.5 (http://www.nrc.gov/about-nrc/contracting/48cfr-ch20.html). All interested parties, including all categories of small businesses (small businesses, small disadvantaged businesses, 8(a) firms, women-owned small businesses, service-disabled veteran-owned small businesses, and HUBZone small businesses) are invited to submit a response to the market research questions below and submit capability information as described below. Submission of additional materials such as glossy brochures or videos is discouraged. Responses are due no later than June 4, 2008. The Government will not reimburse respondents for any costs associated with submission of the requested information. Telephone inquiries or responses are not acceptable. Background The NRC is responsible for the licensing and regulatory oversight of civilian nuclear power reactors and research reactors in the United States. The NRC implements regulations and develops and implements policies, programs, and procedures pertaining to all aspects of licensing and inspection of these facilities. Capability Sought As a contingency, the NRC is seeking to identify commercial organizations capable of providing technical assistance in reviewing materials related to the design, construction, and operation of liquid homogeneous reactors. The NRC is seeking commercial organizations that are interested in supporting our technical assistance requirements. Please address the market research questions below and provide capability information on your staff’s qualifications and your firm’s corporate experience and qualifications as demonstrated through similar contracts or efforts. Market Research Questions Page Limits for Response: Questions 1 to 9 no more than three pages. Question No. 10 no more than three pages. 1. How long has your business been in operation? 2. What type of business is your company (i.e. 8(a), large, etc.)? 3. What is the size of your company in terms of employees and consultants? (Breakdown the mix between the two categories.) 4. Do you have dedicated office space in close proximity to NRC Headquarters in Rockville, MD 20852? (If desired, describe any office space alternatives.) 5. Which GSA FSS contracts, if any, do you possess? When do they expire? 6. Has your company effectively established teams in the past such that you could perform scopes of work outside your core competencies? (Describe the types of work and technical disciplines assembled.) 7. List any companies or government agencies your company plans to perform work for related to civilian nuclear reactors? 8. Has your company previously faced organizational conflict of interest issues with NRC? How were they resolved? 9. Describe any other information your company deems relevant to supporting the licensing of a liquid homogeneous reactor. 10. Describe tasks you have performed in the areas of reactor licensing, design reviews and/or environmental reviews for the government or commercially?
