Description
The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) Federal Protective Service (FPS) intends to negotiate on a sole source basis with Morotola Inc. 7031 Columbia Gateway Drive, Columbia, MD pursuant to 41 U.S.C.253(c)(1)—Only one responsible source and no other supplies or services will satisfy agency requirements. Motorola is the only known source that can provide these services. The request is for The Federal Protective Service (FPS) requires contractor support to perform installation of both government owned Motorola and new Motorola radio equipment and upgrade of the equipment to federally and Department of Homeland Security (DHS) mandated digital P25 and narrow band emission standards. The project replaces existing FPS radio systems at 17 sites in five different states including Texas, Louisiana, Arkansas, Oklahoma, and New Mexico. It also includes re-programming and testing of the Motorola subscriber units utilizing the 17 impacted radio systems. The project will proceed under direction of an existing FPS design and implementation plan. Equipment installed during the project consists of Motorola repeaters, comparators, and associated Motorola support equipment. The project also requires interface and integration of the 17 radio systems to the nation wide Motorola designed and equipped FPS radio dispatch system. Each of the 17 radio systems will be connected, via the digital FPS radio dispatch network and Vanguard routers, to Motorola Centracom Gold Elite radio dispatch systems located in the FPS MegaCenters providing primary and back up radio dispatch control of FPS Region 7 radio resources. If another vendor feels as though they can successully satisfy tte angency requirements listed above, respond to this requirement by submitting written capabilities/specifications to the Contract Specialist listed. This notice of intent is not a request for competitive proposals; however, all responses received within 15 days from the publication of this synopsis will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received within 5 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Motorola Inc. This purchase is to be processed using FAR part 12, Acquisition of Commercial Items. There is no solicitation package available.
