- The Department of the Navy, Naval Facilities Engineering Command (NAVFAC) Washington DC, is procuring BASE OPERATING SERVICES for Naval Support Activity Annapolis, MD servicing the U.S. Naval Academy, North Severn, and NOSC Baltimore as an UNRESTRICTED PROCUREMENT INVITING FULL AND OPEN COMPETITION. The Base Operating Service requirements include performance of maintenance, repair, alteration, demolition, minor construction and other related functions for facilities and utility systems throughout the installation. Services provided include operation and maintenance of the Central Heating Plant, Water Treatment Plant, & Waste Water Treatment Plant utility systems, sustainment of site utilities, infrastructure, and building structures and systems, and transportation. The BOS work requirements also includes various facility services including pest control, street sweeping, snow removal, and special events. The U.S. Naval Academy is a Navy Flagship Institution and registered National Historic Landmark. As such, certain maintenance, repair, and alteration requirements for historic facilities are subject to the National Historic Preservation Act. The solicitation consists of FFP services including service calls, preventive maintenance, and scheduled recurring services an! d IDIQ for minor work and other unscheduled services. A combination Firm-Fixed Price and Indefinite Quantity type contract will be awarded for a Base Period, starting 14 DECEMBER 2008 through 13 DECEMBER 2009; and Four Option Years, of 12 months each, and 4 additional Award Option Years of 12 months each, for a total of not to exceed 108 months, if exercised by the Government. Only the FFP portion of the base period will offer a minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. Information for this requirement and solicitation package with specification will be listed under N40080-08-R-0512 no later than 21 April 2008 with all files posted on the Government Wide Point of Entry (GPE) at http://www.neco.navy.mil. The solicitation will close on/or before 02 June 2008. This solicitation will be conducted using source selection procedures based upon price, technical and past performance factors. The technical evaluation factors are: Factor A Relevant Experience; Factor B Technical Approach/Methods; Factor C Management; Factor D Safety; and Factor E Small Business Subcontracting Effort. All technical evaluation factors are considered equal in importance to one another, and when combined are approximately equal to past performance and price. Please refer to Sections L & M of the solicitation for details regarding the evaluation criteria and submission requirements. Award will be based on the basis of Best Value to the Government, price, technical, and past performance factors are considered. Large business concerns are required to submit a subcontracting plan prior to award of the contract. This requirement is Full and Open Competition. The North American Industry Classification Standard (NAICS) Code is 561210 (Facilities Support Services). The size standard is $32.5 million dollars. Interested parties must be registered in the Central Contractor Registry (CCR) as prescribed in FAR Clause 52.232-33. A pre-proposal conference and site visit will be held on May 1, 2008 from approximately 8:00 a.m. to 4:00 p.m. Parties interested in attending the pre-proposal conference must submit the following by email to connor@usna.edu: company name, business size, point of contact, name of individuals, phone numbers, facsimile numbers, and e-mail addresses.
