Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-08-T-5291, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23. NAICS 238990 applies. The Small Business Competitiveness Demonstration Program is not applicable. This is a small business set -aside. Military Sealift Fleet Support Command (MSFSC), Virginia Beach, VA intends to award a firm fixed price purchase order to repair shipboard electric motor and pump maintenance onboard the USNS Comfort. Provide services of a qualified marine repair firm specialized in shipboard electric motor and pump maintenance and repairs to perform the following work: A. GENERAL REQUIREMENTS: 1.Tag out electrically and mechanically the NO.1 MAIN CONDANSATE and N0.2 RAW SEWAGE pumps and motors. Remove tags upon completion of all repairs. 2.Remove all interference including ducting, hangers, lighting fixtures, piping and cables to gain access the work area. Upon completion of the work reinstall them on their respective places using CFM new hardware, gaskets and fasteners. 3.Remove NO.1 MAIN CONDANSATE & NO.2 RAW SEWAGE pumps and motors in its entirety and transport to respective shops for complete teardown and overhaul. When all shop repairs and tests are complete transport motor and pump back to ship and reinstall them on its original location using CFM new fasteners, gaskets and hardware. Cold align electric motor to pump. After optests while motor and pump is at operation temperature check hot alignment. If necessary make necessary corrections. 4.Blank of all opened flanges using min 4 bolts to prevent spilling. Remove blanks prior to reinstallation. 5.Optest units with ship’s force for min. 1 hour to ensure successful repairs. Correct all deficiencies including leaks during optest. MSCREP will witness the optest. Upon successful optest submit an “as released” report to MSCREP. 6.Any insulation damaged during executation of this work shall be repaired or replaced as original. 7.During the removal and reinstallation of NO.2 Raw Sewage Pump and Motor the contractor shall exersice upmost attension to safety of the workers preventing exposing them raw sewage and gas contamination. Disinfecting the work area before and after and providing powerfull ventilation and wearing masks are mandatory. 8.Pumps and Motors shall be repaired at a shop 20 miles in radius of near by the ship. B. PUMP REPAIRS: 1.Disassemble the pumps completely and inspect all components and submit MSCREP “as found” report. Remove impellers from the shafts. Clean all components. 2.Machine pump casings, line bore bearing housings as necessary, fabricate and install new bronze casing and impeller wearing rings and MONEL shaft sleeves as per manufacturers spec. 3.Check trueness of the pump shaft. Maximum acceptable limit is 0.001”. Dynamically balance rotating elements. Submit balance report to MSCREP. 4.Measure both pump’s impeller ODs. Turn down the impeller is larger in diameter to match with smaller one. Notify MSCREP in writing for as released impeller OD. 5.Reassemble pump in accordance with manufacturers specifications using new CFM gaskets, CFM bearings, CFM John Crane Type II MONEL trimmed mechanical seals suitable for sea water and sewage applications with 150 deg F water temperature and CFM new fasteners as per originals. 6.Upon completion of reassembly; shop hydro test the pump to 75 psig with 70 deg F fresh water to 15 minutes to ensure no leaks. Shop tests shall be witnessed by the MSCREP. Pump Boiler Plate Information: Main Condansate Pump OEM: WARREN Pumps MODEL: LM628 S/N: 69015 350 GPM, 1775 RPM Raw Sewage Pump OEM: Goulds Pumps Inc. MODEL: 2HSD8 S/N: M-28210 200 GPM, 22 PSI, 1750 RPM C. ELECTRIC MOTOR REPAIRS: 1.Disassemble and inspect the electric motor. Take "as found" megger readings before starting any work. Conduct Hi-Pot test on windings. Submit two (2) type written copies of readings to MSCREP. Initial inspections shall be witnessed by the MSCREP. 2.Steam clean motor housing, fan, rotor and windings. Dry the windings in an oven at 230 degrees F for ten (10) hours. 3.Bake windings for four (4) hours at 300 degrees F, cool to 100/120 degrees F, and immerse in clear baking varnish suitable for F Insulation. Remove, drain, air dry then bake in an air-circulating forced exhaust bake oven for eight (8) hours at 300 degrees F. Repeat the varnish and bake procedure a second time and allow the windings to cool to ambient temperature. 4.Clean varnish from stator laminations. Renew any defective motor leads. Inspect rotor for defective bars. 5.Chuck rotor in a lathe and check shaft for true. Straighten to 0.001 inches total indicator reading (TIR). Check bearing housings and shaft bearing landings for correct fit of bearings. Check couplings for excessive wear. Polish rotor shafts. 6.Undercut, build up, and machine finish rotor shaft and bearing housing and sleeve journal and/or bearing housing in way of bearings to original dimensions when new. 7.Dynamically balance the rotor with rotating elements attached. (This includes the fan, coupling hub impeller if the pump is closed coupled) Submit two (2) copies of balance report to MSCREP. 8.Reassemble the motor with CFM new fasteners, gaskets, sealed ball bearings and seals of a type recommended by the Manufacturer. Take "as released" megger readings of the windings, and submit two (2) copies of readings to the MSCREP. 9.When sealed bearings is installed in a new location, manufacture a brass label plate and engrave "SEALED BEARING DO NOT LUBRICATE" and attach it to the motor casing by fastening. Plug any grease fittings on the motor. 10.Inspect shaft for freedom of rotation by turning by hand and conduct a non-load bench test for 30 minutes. Motor Boiler Plate Information: Main Condansate Pump Motor OEM: Reliance Electric Co. MODEL: 22MAM02611 FRAME: 286TC 440VAC, 60 Hz, 3 Phase, 30 HP @ 1765 RPM, 39 Amps. Sewage Pump Motor OEM: RELIANCE Reliance Electric Co. MODEL: 3ZZM01646 FRAME: 231HP 440 VAC, 60Hz, 3 Phase, 7.5 HP @ 1750 RPM, 10.9 Amps. D. PAINTING 1.Upon completion of all successful shop tests apply two (2) coats of CFM epoxy paint (two-part) on pumps. 2.When pump is in shop for repairs, mechanically clean the pump foundations and surrounding areas, clean, prime and paint to match using GFM paint. 3.Upon completion of reinstallations clean prime and paint all disturbed surfaces to match.
