Description
NAICS: 326299 Description: This is a sources sought synopsis market survey synopsis for components of the M45 Aircrew and Land Warrior Mask. The components are Second Skins, Nosecup Assemblies and Faceblanks. TACOM-LCMC (RI), Rock Island, IL is seeking to identify potential sources to supply the aforementioned items. This is not a pre-solicitation notice. Requests for proposals are anticipated in about one month. It is contemplated that this requirement will be satisfied utilizing a Firm-Fixed-Price 5 year Indefinite Delivery Indefinite Quantity contract. The Government has a preference to satisfy its needs through the acquisition of commercial items. If you know of any commercial equivalent items for those listed, please advise. Potential offers will be evaluated using source selection procedures in accordance with the Federal Acquisition Regulation and its supplements as will be outlined in the upcoming solicitation. Any award will be made on an all or nothing basis. Interested parties are encouraged to submit a capability statement describing your companys previous experience with the manufacture of similar rubber components described below and protective masks. The statement should also include if your company has a rubber formulation approved by the Surgeon General for toxicity and or a rubber formulation that has passed live agent testing. Please also include your production capacity. Second Skins: The second skin consists of a one piece molded part made of EPDM/chlorobutyl rubber conforming to Government specification EA-DTL-1879. The second skin is used with the M45 series masks to provide liquid agent protection to the Mask facepiece. The second skin comes in 3 different sizes: Small, Medium and Large, and its design is such that it must conform to the contours of the M45 Mask facepiece. Production of the second skin requires stringent adherence to the rubber properties specified in specification EA-DTL- 1879, to include live agent testing. Contractors are responsible for developing their own rubber formulation to meet the second skin design and physical property requirements. Nosecup Assembly: The nosecup assembly is used with the M45 series masks to enable exhaled air to be expelled from the mask facepiece without causing fogging of the mask lenses. The nosecup consists of a one piece molded part made of Silicone rubber conforming to Government specification EA-DTL-1879. Two small nylon seats are molded in the nosecup to provide a base for the valve disc which functions as a check valve within the mask The nosecup comes in 5 different sizes: extra small, small, medium, large and extra large and two different configurations: left and right. The left or right configurations of the nosecup assembly are based on the location (left or right) where the seats/discs are located on the nosecup. Production of the nosecup assemblies requires stringent adherence to the design and material specifications EA-DTL -1879 (nosecups), EA-DTL-1877 (seat), and EA-R-1378 (Disc). Contractors are responsible for developing their own rubber formulation to meet the nosecup and disc design. Surgeon General approval of the nosecup rubber material is also required. Faceblanks: The faceblank is a subcomponent part of the M45 Mask facepiece assembly and provides the basic structure or skeleton to assemble the mask facepiece. The faceblank consists of a one piece silicone rubber molded part conforming to Government specification EA-DTL-1879. Six brass metal inserts are molded in the faceblank tabs during the molding operation. A primer is applied to the metal buckles prior to the molding operation to ensure adequate bonding to the faceblank tabs is achieved. The faceblank comes in 4 different sizes: extra small, small, medium, and large. Production of the faceblanks requires stringent adherence to the requirements of specifications EA-DTL-1879 and EA-F-2321. Contractors are responsible for developing their own rubber formulation to meet the faceblank rubber properties. Surgeon General approval of the faceblank rubber material is also required. Government furnished molds will be supplied to for all sizes of the Second Skins, Nosecup Assemblies and Faceblanks. The government furnished molds are used on vertical injection type presses. The estimated quantities for each item are as follows: Second Skins 25,108 assorted sizes; Nosecup Assemblies 20,192 assorted sizes; Faceblanks 40,000 assorted sizes.
