- The Air Force District of Washington (AFDW) Contracting Squadron -- Langley Air force Base Operating Location is seeking interested parties in a requirement for Systems Engineering, Operational, Subject Matter and Technical Expertise in support of the Global Cyberspace Integration Center (GCIC) Cyber Hot Bench, Ryan Center, Langely AFB, VA. The Hot Bench supports Air and Space Operations Center (AOC) Weapon System sustainment testing and related initiatives, and is comprised of dedicated facilities, systems and networks to conduct technical and operational events which test, evaluate, assess, certify, support and sustain command and control (C2) and cyber operational capabilities. Key requirements are as follows: Sustain the Cyber Hot Bench. Maintain, upgrade, and enhance the GCIC Cyber Hot Bench environment, including multiple enclaves, domains, systems and networks. Support Cyber Hot Bench Events. Plan, build and support the execution of complet technical events across multiple networks and locations. Technical and Subject Matter Expertise. Provide technical and operational subject matter expertise to support AOC, C2 and cyber operational capabilities related events and forums, including test and assessment. Support of Concept Development. Integrate prototype capabilities and processes into the Cyber Hot Bench in support of concept development and experimentation. It is the intent of the Government to award a Firm-Fixed Price Task Order against the GSA MOBIS or ANSWER Schedule as a Best Value decision for this effort. This announcement constitutes an amendment to the previous Sources Sought Notice issued on 27 Mar 2008 and inadvertently posted to Air Combat Command Aquisition Management and Integration Center (ACC AMIC) as the issuing agency instead of Air Force District of Washington (AFDW). Changes are made to the key requirements as outlined above. This notice is for Market Research and planning purposes only ans shall not be construed as a Request for Proposal or as an obligation on the part of the U.S. Governement. A formal solicitation has not yet been developed; however, a draft Performance Work Statement is planned for release sometime in late April/early May 2008. Tje anticipated North American Industrial Classification System Code (NAICS) is 541611. All interested firms should notify this office in writing by e-mail of their interest in this notice. Previous responses are still valid. Responses should include company identification (name), cage code, business size and status, proof of experience, and capability. Capability statements shall be accompanied by a cover page that includes (1) Name of Organization, (2) Address + Zip Code, (3) Telephone Number, (4) Fax Number, (5) Size of Business: Large or Small, (6) Status of Business: Small Business Administration (SBA), 8(a) Business Development Program Concern, Historically Underutilized Business (HUB) Zone Concern, Small Disadvantaged Business Concern, Veteran-Owned Small Business Concern, Service-Disabled Veteran-Owned Small Business Concern, and/or Woman-Owned Small Business Concern, (7) CCR Status, (8) Point(s) of contact, and (9) e-mail address(es). Capability statements shall be limited to no more than 10 (ten) single-sided, type written pages total, not including the cover page and reference which GSA Shcedule; MOBIS or ANSWER the company holds. In addition, companies should ensure their online Representations and Certifications are up to date in https://orca.bpn.gov. The point(s) of contact for this requirement is Ms. Martha V.
