Description
The MOX Fuel Fabrication Facility (MFFF) will produce completed Mixed Oxide (MOX) fuel assemblies for use in domestic, commercial nuclear power reactors. Feed material is uranium dioxide and surplus plutonium dioxide. The manufacturing area is the MOX Fuel Fabrication Building (BMF). It is a multi-functional complex containing all of the plutonium handling, fuel processing, and fuel fabrication operations of the MFFF. This Expression of Interest (EOI) is for the structural concrete decontaminable coatings that will be applied to floors walls and ceilings of the BMF. The Structural Coatings Subcontract is a Firm Fixed Unit Price type of subcontract that is estimated to be in excess of $9M. The BMF building is comprised of three main areas: the Mixed Oxide Processing Area (BMP), the Aqueous Polishing Area (BAP), and the Shipping and Receiving Area (BSR). The majority of the rooms in these areas have exposed concrete floors, walls and ceilings. The BMP contains 3 main floors with a basement area in the west end of the building. It has 309 rooms, all but 7 or which receive decontaminable coatings. The BAP contains 5 main floors. It has 226 rooms which all receive decontaminable coatings. The BSR contains 3 main floors with a partial basement for a cable spreading room under the ground floor. Only 5 of its 79 room will receive decontaminable coatings. Work areas will be released in stages as the building is constructed. Several mobilizations and demobilizations may be required. The RFP is scheduled for the end of the 3rd quarter FY 2008. Proposals will be due in the 4th quarter FY 2008. The award will be in the 1st quarter FY 2009. Actual installation will not start until the 3nd quarter FY 2009 with completion by the 2nd quarter of FY 2012. Description of the Work Specific The work scope includes surface preparation, environmental controls, coating applications, and curing or protective coatings: •Apply floor painting systems in accordance with the Specification and Room Finish Schedule. For each floor painting system, the final coat will be left out for installation later, by others. •Apply wall and ceiling painting systems in accordance with the Specification and Room Finish Schedule. •Storage and maintenance of protective coating materials after they have been requisitioned from MOX Services in accordance with Safety and Environmental requirements of codes, specifications and manufacturer’s recommendations. •Furnish and install all required equipment for compressed air supply and for breathing air where required. •Surface preparation in accordance with specification and manufacturer’s recommendations. This includes furnish all required materials and equipment for surface preparation. •Isolation and environmental controls of rooms where protective coatings are being applied. Ventilation, humidity and temperature are to be controlled in accordance with the specification and manufacturer’s recommendations. •Supply of all equipment and consumables required for coating applications. •Supply and install all scaffolding required to complete the work including movable platforms (scissor lifts, articulated man-lifts, etc.) •Cleanup of area after surface preparation and application of protective coatings and the disposal of all waste. Work Not Included •Application of protective coatings in buildings or structures other than the BMF. •Application of protective coatings other that those designated as decontaminable for concrete. Equipment, Materials, or Services Furnished by MOX Services All work will be performed under the MOX Services QA/QC program. All QC inspections and NDE will be performed by MOX Services. Protective Coating paint will be provided by and paid for by MOX Services. QA Program The MFFF design will be licensed by the Nuclear Regulatory Commission (NRC), ensuring compliance with the most stringent design standards. The NRC's regulations are found in Chapter I of Title 10, "Energy," of the Code of Federal Regulations (CFR). 10 CFR 50 - Appendix B: Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants, and will be applicable to this subcontract. The Structural Coating applications will be Quality Level 2. Firms that wish to submit proposals do not have to have a qualified NQA-1 Quality Assurance Program (American Society of Mechanical Engineers, NQA-1 - 1989 Quality Assurance Program Requirements for Nuclear Facilities), but should be able to demonstrate their ability and experience performing this type of installation in a QA/QC environment. Subcontractors working on site will be required to have procedures in place to control the work and provide training for their personnel in these procedures. In addition the Subcontractors will have to work to a number of MOX Services Project and Safety Procedures, and provide training to their personnel on these procedures.
