Description
The Bureau of Reclamation intends to negotiate on a sole source basis with the Johns Hopkins University, Dr. Peter Wilcock for expert consultation to aid a detailed scientific study of gravel augmentation being conducted by the Trinity River Restoration Program. The expert consultation will cover the fields of gravel augmentation, sediment transport, and fluvial geomorphology. The expert consultation services will be required for a total of 4 years, one base year and four option years. The work consists of technical support and an annual reconnaissance trip, as follow: Technical Support - The Contractor shall provide expert consultation and technical support (up to 90 hours per year) to Trinity River Restoration Program for the Trinity River Gravel Augmentation Study. The expert consultation will include technical input and review of: experimental design, field data collection, data analysis, and reports and/or manuscripts. Annual Reconnaissance Trip - The Trinity River is rapidly changing in response to management actions by TRRP. To be able to provide good technical support, the contractor shall perform a three day, annual reconnaissance trip to stay abreast of the latest river conditions. The annual reconnaissance trip will occur in Weaverville, California cover 40 miles of the Trinity River from Lewiston Dam to the North Fork Trinity River. Firms believing they can provide similar services as stated above must provide written notification to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive proposals. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will be accepted by email at dneal@mp.usbr.gov. Responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 541620 which is $6.5 Million. This notice may represent the only official notice of such a solicitation.
